Epistemology: Beyond psychological dynamics, some have identified epistemological deficiencies as a root cause for misinformation: issues with how users find and assess information especially online. Some have focused on online search or 'research' (Tripodi, 2018), behaviours, or looked more broadly at verification strategies (Schwarzenegger, 2019; Flintham et al., 2018). Expanding this focus on epistemology to the social level, others have ascribed the problems of misinformation to a broad national shift in the treatment of evidence and facts. Much of this work has drawn implicitly or explicitly on Foucauldian 'regimes of truth' (1980) or Jasanoff's 'civic epistemologies' (2004). The implication is that in recent years, the US has seen a broad shift both in the discourse around and mechanisms of how truth/falsehood is established in society. At the same time, this aligns with the long-recognised tactic by authoritarians to undermine the public's ability to sort truth from falsehoods (Arendt, 1951). Relatedly, many have ascribed the spread of misinformation, at least in part, to a broad reduction in trust in institutions. Public opinion surveys have tracked such a decline in trust across institutions for decades, and now, truth in most institutions is at historic lows (Pew, 2022). The disparities in Colorado reflect the unequal access to trauma hospitals and emergency care across the American West.Dr. Julie Dunn, one of the authors of the study on Colorado trauma outcomes, said she has spent her career trying to dissuade people of the notion that every hospital emergency department is equipped to handle complex trauma. Her hospital, UCHealth Medical Center of the Rockies in Loveland, was designated as a Level I trauma center in July 2022.Dunn’s hospital receives patients from rural towns on the eastern plains of Colorado and from as far as several hours away in southwest Nebraska and Wyoming, where hospitals don’t have enough resources to treat severe bleeding. The condition those patients arrive in depends on whether the hospitals where they were stabilized had a surgeon on staff, Dunn said.Those small hospitals can usually resuscitate hemorrhaging patients, but they are not equipped to stop the bleeding altogether, said Dunn, who also leads a regional trauma committee for the American College of Surgeons that includes Colorado, Wyoming, Montana, Utah and the Dakotas.Because of the dearth of high-level trauma centers in this part of the country, the most seriously injured patients must first go to a lower level trauma center or non-trauma hospital, or travel longer distances, delaying treatment, Dunn said.Many of these states have the highest proportions of people dying before they reach a hospital, the analysis with the University of Alabama at Birmingham found.Parts of the South, including Arkansas and Alabama, also have high proportions of prehospital trauma deaths.The News’ analysis is based on a 2018 study that linked state levels of prehospital trauma deaths to timely access to high-level trauma centers. Within the realm of collective behaviour, at least two distinct approaches have been used to model the mapping between sensory inputs and behavioural outputs. Classical models in collective behaviour posit a set of simplified behavioural rules (e.g. attraction, alignment, and repulsion) and seek to use those rules to explain behavioural patterns (Couzin et al., 2002). A complementary approach, increasingly used in recent years, is that of machine learning to establish the input–output relationship between high-dimensional sensory inputs and lower-dimensional behavioural outputs, that is, dimensionality reduction (Graving et al., 2019; Graving and Couzin, 2020; Valletta et al., 2017). Within this approach, an understanding of the organism’s sensory capacities would provide a more realistic set of features reflecting the actual perception of the organism, from which the input–output relationship can then be more effectively learned (see Tuia et al., 2022). The Executive Order covers several important issues but fails to address other significant issues. The issues addressed include safety testing and standards for such tests, content authentication and privacy, cybersecurity and national security, equity and civil rights, consumer and worker protection, advancing US leadership in AI innovation and competition while collaborating with governments worldwide and promoting the responsible use of AI by the US government. Some of the most important issues not addressed by the Executive Order are the numerous AI-related intellectual property issues. These issues include the propriety of using copyright protected materials to train AI models and the patentability and copyrightability of AI output. The US Patent Office and the US Copyright Office have both undertaken initiatives to address some of these issues. Almost every day we read news reports of the demise of center-city downtowns. San Francisco has become the go-to target for critics who assail its street crime, homelessness, office vacancies, office workers’ outmigration and retail business closures. But it’s not just there: Commercial property loan defaults are rising rapidly in many cities. The COVID-19 pandemic and technology’s enabling of work-from-home set the stage of decline for dozens of downtowns, and this year’s viral videos of brazen retail theft gangs just confirmed public perceptions of growing urban dystopia. As with Humpy Dumpty, the question now is whether state and local politicians are capable of putting the pieces back together again.We’ve all watched the fatuous federal efforts to support urban revitalization with “opportunity zones” that offer tax incentives for new businesses and real estate development in targeted census tracts. Critics have shown that those tax breaks have enriched the wealthy far more than they have helped local residents, and clearly they have not saved the cities where the problem now is an oversupply of vacant urban buildings. Various states have tried their own ways to promote redevelopment with special taxing districts and similar provisions, but too often those incentives rob Peter to pay Paul by depriving schools and counties of tax revenues that fund local infrastructure. None of these programs are sufficiently targeted to counter the magnitude of today’s deteriorating downtown office and retail centers.It’s time for shock therapy and state-specific interventions. A cookie-cutter solution is not possible, but the basic recipe is transferable. The best fiscal strategy I can offer for California’s center-city problems is not necessarily the right formula for other states, because it relies heavily on state income tax exemptions and incentives. What helps San Francisco and Oakland will be different from what works in Seattle, where there is no state income tax. But a comparable impact could be achieved with other custom-tailored strategies such as targeted state-funded property and sales tax incentives. For Congress, a framework for city-focused, uniform federal income tax incentives can pass only as part of a broader multi-part tax bill, so the urban lobby needs new ideas and training in specific tax technicalities if they ever hope to get serious help from Capitol Hill.Governing, 6d ago
