new This isn’t the first time that social media platforms have had to grapple with criticisms of the potential impact of the content they distribute during times of intense geopolitical strife. (An important note: Anti-Muslim views and acts are also on the rise, and some have criticized TikTok and other social platforms for unfairly censoring or limiting the reach of pro-Palestine content.) But in TikTok’s case, the scrutiny is greater: For the last few years, the company has found itself under the crosshairs of another geopolitical clash, between the U.S. and China. And while the group of tech executives who recently met with the company’s leadership team are pushing the company for more transparency and to revisit its content policies, some in the tech community were pushing for much more restrictive measures well before the current war in the Middle East broke out.Fortune, 10h ago
new For Eyram, there wasn't a single eureka moment but a gradual, crystalizing realization. As he navigated through his career, he heard and witnessed numerous stories of serendipitous encounters leading to significant deals and partnerships, particularly in dense biotech hubs. But this reliance on chance troubled him. The idea that a groundbreaking drug or vaccine could be left on the shelf simply because its creators weren't in the right place or plugged into the right network was unacceptable to him. Eyram's realization culminated in a vision where serendipity is not left to chance but is systematically facilitated through Ecosystem Intelligence. Probatech aims to democratize access to connections and information, ensuring that groundbreaking ideas and inventions don't get lost due to a lack of resources or network access. By doing so, Eyram envisions a more efficient, equitable, and productive pharmaceutical industry where the best ideas get the opportunity to thrive, irrespective of their origin.Science Times, 16h ago
new In addition to offering these new services, REDiacoustics has created an Acoustic Treatment Calculator that can be used for free on the firm’s website to get a preview of the possibilities that room optimization can offer within a given space. “With the boom in home recording and content creation, more people than ever before are using rooms in their homes and offices as critical listening spaces,” adds REDIacoustics Co-Founder PK Pandey. “Ultimately we’re looking to demystify acoustics and educate the public on how easy it can be to be on the path to a better sounding room with the implementation of a few simple techniques,” adds REDIacoustics Co-Founder PK Pandey. “Excellent sounding rooms are not just for multi-million dollar recording studios anymore – we want people to know that you can implement these solutions anywhere.”...Mixonline, 20h ago
new The conference kicked off with keynotes and comments from Black Hat and DEF CON founder Jeff Moss and Azeria Labs founder Maria Markstedter, who explored the future of AI risk — which includes a raft of new technical, business, and policy challenges to navigate. The show features key briefings on research that has uncovered emerging new threats stemming from the use of AI systems, including flaws in generative AI that makes them prone to compromise and manipulation, AI-enhanced social engineering attacks, and how easily AI training data can be poisoned to impact the reliability of the ML models that depend on it. The latter, presented today by Will Pearce, AI red team lead for Nvidia, features research for which Anderson was a collaborator. He says the study shows that most training data is scoured from online sources that are easy to manipulate.darkreading.com, 20h ago
new Schreger: I obviously hope that this field grows, because I think it's really capturing one of the key features of the international monetary and financial system. This is one of the defining questions of today. So, what I'm really hoping for is that we start to see empirical work along with an increase in theory here. As we started working on this, what really jumped out to us is how many of the core questions in the area we really didn't have a systematic knowledge of. One of the types of things we're working on is, we know that states are playing an increasing role in the international financial system, but a systematic understanding of what precisely states have acquired around the world, whether firms owned by states are behaving differently, how states differ from the private sector in acquiring what they deem strategic industries, I think that, right now, there's a major opportunity to try to add an empirical understanding of these questions. And so, I'm really looking for an explosion of research in that area.Mercatus Center, 20h ago
new It goes to show just how many paths we’re presented with, to keep ourselves charged up and distracted from our discomfort. Sometimes an apparent drama addiction may be a factor of mental illness that would benefit from treatment. But the fast pace and constant theatrics of modern life gives us plenty of means of distracting from distress – and even reinforcing it. One of Lyons’s patients realised he’d replicated the turmoil of his upbringing by choosing to live in New York, the “constant underlying tension” of the city making him feel at home. It’s not lost on me that my career as a writer rewards me for telling stories about my own life, as well as other people’s – and that my stress levels plummeted after I left London for a slower pace of life.the Guardian, 1d ago

new For all of the bravado of AI, before we become too dazzled or dismayed (depending on which side of this issue you reside), at AI’s potential impact on projects, it is worthwhile to sit back with a skeptical bird’s eye view. After all, as we humans evolved throughout the information age of the mid to late twentieth century, AI can just be considered the latest development in a long series of technological advances driven by the engine of human information input. Even if every one of the improvements stated above are tangible, how well does it translate to the ultimate outcome? Organizations around the globe have been trying to digitalize and computerize, some as early as the 1960s and 1970s. Digitization and computerization promised a revolution in productivity through automation, streamlining, and making humans redundant. But the road to a more significant productivity boost has been arduous at best. One of the primary reasons is captured in the Theory of Constraints (TOC) developed by Eliyahu M. Goldratt, an Israeli physicist turned business management guru. In his landmark book The Goal, which sold over 6 million copies, he explains the importance of focusing on the right constraints to improve the overall system. For projects, the constraints are generally not within the technology and tools, but within humans.Healthcare Business Today, 1d ago
new I have said in the past that the only way our current global society could operate on renewable energy exclusively would be first to reduce dramatically our use of energy overall, perhaps by 75 to 80 percent. This would involve major retrofitting of buildings of all types, the broad use of energy efficient design in all products, the banning of unnecessary energy use—there would be a big fight over what’s “unnecessary”—and caps on overall energy use. Then, we might have to get used to not having electricity 24/7 in the amounts we desire, at least until battery technology to store enough electricity is perfected. My premise is that it will be impossible to supply the amount of energy currently supplied by fossil fuels using renewable sources alone in any time frame that allows for a gradual energy transition (that is, before fossil fuel supplies decline and climate change becomes a possible extinction event).resilience, 1d ago
new But even as PublicSquare presents itself as a safe haven to customers, it’s not clear that businesses have to necessarily do much to join the platform. According to The Washington Post, to qualify, a company must be a small or medium-size business that “affirms” the platform’s five core values. (The company also “prioritizes” business with products made in America, but it’s unclear how.) Many of those values seem to impose few, if any, burdens on the ways companies conduct themselves. Instead, they are merely vague statements like, “We believe in the greatness of this Nation and will always fight to defend it.” The most pointed one, which hints at gender traditionalism and anti-abortion stances, goes: “We will always protect the family unit and celebrate the sanctity of every life.” But it’s unclear whether there’s any enforcement mechanism other than consumer backlash against companies on PublicSquare that embrace anything that can be spun as “woke.”...MSNBC.com, 1d ago

But around artificial intelligence where I think we need to be humble because candidly we've done nothing on any guardrails on social media and on technology writ large. The two areas where artificial intelligence could have an enormous negative effect tomorrow is interfering in our public elections, but it also could have a tool in terms of interfering in our public markets. And I've been surprised we've not seen more manipulation, for example, of stocks using AI tools. So, my hope is, perhaps we can get a coalition between those who favor making sure our public markets are not interfered with as well as those who were concerned about interference in our election to build the kind of coalition because taking on big tech -...cbsnews.com, 22d ago
The emergence of generative AI has introduced further opportunities to apply AI to security priorities. Security operations (SecOps) is a particularly fertile ground for innovation. Since attackers seek to evade detection, security analysts must correlate evidence of suspicious activity across a staggering volume of inputs. They must quickly prioritize identifiable threats in this data for response, making the constantly shifting playing field between attacker and defender a race against not only innovation but time, given that attacks can have an impact within minutes. Security analytics and SecOps tools are purpose-built to enable security teams to detect and respond to threats with greater agility, but the ability of generative AI to comb through such volumes of data, extract valuable insight, and present it in easily consumable human terms should help alleviate this load. Early applications of generative AI in this context show promise for enabling analysts — often limited in number relative to the challenges they face — to spend less time on data collection, correlation and triage, and to focus instead where they can be most effective. Generative AI can also be useful in finding and presenting relevant insights to less experienced analysts, helping them build expertise as they grow in the field (thus augmenting their productivity, rather than replacing them) — an option that could prove useful in helping organizations counter the enduring challenges of sourcing and retaining cybersecurity skills.spglobal.com, 5d ago
As the debates on the uses and benefits of Artificial Intelligence (AI) intensify, many are warning of its potential to reproduce multiple forms of domination, including racism, misogyny, ableism, and others. Timnit Gebru – a former Google ethics lead, Stanford alumni, and head of the Distributed AIR Research Institute (DAIR) – and her team have provided ample evidence of the racialised and gendered nature of AI’s training data and AI’s racialised effects on society. Organisations such as Black in AI as well as scholars working on digital technologies more broadly, such as Safiya Noble (2018), Syed Mustafa Ali (2018), Shoshana Zuboff (2020), Cathy O’Neil (2017), Nick Couldry and Ulises Ali Mejias (2019), have raised similar warnings. Through painstaking investigations, they have informed us about how the Eurocentric, White, masculinist, capitalist, and military origins of technologies shape not just their development but also their teleology; that is, what we imagine technology is for in the first place. Technology has often been created to realise visions of a narrow elite at the expense of a good life for the global majority.E-International Relations, 24d ago

new In today’s rapidly evolving technological landscape, the need to address a comprehensive approach to risk management is crucial at all levels of an organization. This imperative becomes even more pronounced in operational technology (OT) environments where different perspectives on risk prevail. While traditional risk management practices have primarily focused on physical and financial risks, the emergence of cybersecurity threats has necessitated a paradigm shift. Collaboration with engineering teams is not just desirable but necessary to incorporate cybersecurity risks into the risk register for OT environments.Industrial Cyber, 1d ago

new However, the ease with which AI can generate complex artwork has shined a light on the authenticity of such creations. Critics like me argue that AI-generated art lacks the intrinsic value of traditional art, which is deeply intertwined with the artist's personal journey, skills, and emotional investment. This perceived dilution of artistic integrity and the relegation of the artist to a mere "prompter" has led to concerns about the "lost art of art." Perhaps we've even moved from "click bait" to "click creation" where vapid, contrived images are generated with little sense of design or artistry—only the frigid recommendations of today's digital curators.Psychology Today, 1d ago

During a discussion I had recently with one of these vendors, they’re even looking to use technology like digital twins to maintain a virtual simulation of these components and even ‘completed’ vehicles, so that when new vulnerabilities are discovered in code, they can see what impact this would truly have on operations, plan on how they’re going to address this, and then look at the changes caused by deploying patches and updates.” Harrington explains as he looks at some bright spots ahead.DATAQUEST, 2d ago

AI Snake Oil Blog: “Foundation models such as GPT-4 and Stable Diffusion 2 are the engines of generative AI. While the societal impact of foundation models is growing, transparency is on the decline, mirroring the opacity that has plagued past digital technologies like social media. How are these models trained and deployed? Once released, how do users actually use them? Who are the workers that build the datasets that these systems rely on, and how much are they paid? Transparency about these questions is important to keep companies accountable and understand the societal impact of foundation models. Today, we’re introducing the Foundation Model Transparency Index to aggregate transparency information from foundation model developers, identify areas for improvement, push for change, and track progress over time. This effort is a collaboration between researchers from Stanford, MIT, and Princeton. The inaugural 2023 version of the index consists of 100 indicators that assess the transparency of the developers’ practices around developing and deploying foundation models. Foundation models impact societal outcomes at various levels, and we take a broad view of what constitutes transparency…Execution. For the 2023 Index, we score 10 leading developers against our 100 indicators. This provides a snapshot of transparency across the AI ecosystem. All developers have significant room for improvement that we will aim to track in the future versions of the Index…Key Findings...bespacific.com, 19d ago
The motto of Smile Foundation's larger Empowering Grassroots endeavour is 'helping community-based organisations become locally sustainable'. Smile Foundation provides a range of courses and modules for social entrepreneurs and local welfare initiatives in order to help them become self-sustainable. It includes good governance, leadership, project management, communication, resource mobilisation, and local fundraising. 'It is a great honour to be part of the training programme organised by Smile Foundation. So many wonderful and good experiences from across India about local fundraising and self-sustainability were showcased. These will also be useful in other parts of the worlds", said Ms. Rachida Boukhriss, Project Manager, Wilde Ganzen, Netherlands. The third-party impact evaluation study on Smile Foundation's Empowering Grassroots initiative reveals that 60 % of the trained CBOs now have dedicated fundraising teams, and 85 % of them have increased their local fundraising activities over the years. As many as 75 % organisations have published their annual reports, 75 % organisations have expanded their donor base, whereas 95 % CBOs successfully raised funds from individual donors."These trainings have been enabling CBOs greatly as they ensure the last-mile delivery of government welfare schemes and policies to the communities, besides doing grassroots work. This training programme on local fundraising will ensure the local organisations become more efficient, scale up their welfare work, besides making social projects sustainable locally," Said Ms. Sarita Pradhan, Head - Empowering Grassroots, Smile Foundation. Traditionally, the Indian development sector has depended on large corporations, multinationals or international grant-making institutions for its major funding. However, these sources have often been out of reach for local social initiatives. With progressive policies, a rising middle class (prospective donors) and the path-breaking CSR mandate, several new doors have suddenly opened up for community-based organisations in India.Smile Foundation's Empowering Grassroots programme is designed to help such grassroots social initiatives become locally sustainable, without dependency on foreign resources. Aligned with the Government of India's "Atmanirbhar Bharat" mission, Empowering Grassroots programme aims to help CBOs to become more efficient, scale up their welfare activities and enables them to tap locally available resources in order to ensure long-term sustainability of the social projects.Smile Foundation has so far trained approximately 1,000 community-based organisations across India, out of which 400 have become self-sustainable locally, playing their small yet significant roles on the path to nation-building.Gulmohar House,...openPR.com, 27d ago
Yeah, I think absolutely. This is sort of a classic pillar of democracy, is having the informed public. You need to have the information to be able to do the good decision-making about the object of your decision-making. Yeah, so I think the release of ChatGPT, for example, really put AI on the public stage. Suddenly, I have my mom and dad texting me, asking me questions about AI, and that never would have happened a year ago. Yeah, so I think it really put the technology on the stage. It’s got more people involved in it. I think more people have a general sense of at least what current capabilities are able to do and of the limitations. That’s all been very valuable for enabling more democratic decision-making processes about AI.alignmentforum.org, 8d ago

new Roughly speaking, that is my, perhaps unfashionable, view. Williams is, of course, a hugely influential figure, but he doesn’t represent the main trajectory of contemporary philosophy, which is now heavily focused on the interpretation of science-based findings. Generally speaking, Williams is sceptical about the dominant effort to turn philosophy into a handmaiden of science, except in those specific areas that call for this. The overall view that I find most plausible and truthful about our human situation is that — contrary to the sceptical view that we just considered — we can defend a robust understanding of both freedom and responsibility, that can be provided in entirely naturalistic terms. However, what’s interesting about the sort of view Williams describes, which goes all the way back to the ancient Greeks, is that this does not serve to vindicate an easy optimism about the human condition. On the contrary, understanding our situation in these terms grounds a pessimism that is rooted, not in the sceptical thought that we aren’t really free and responsible, but in a more difficult and subtle truth about our predicament, which is that while we may well be free and responsible agents, we nevertheless remain vulnerable to luck, contingency, and aspects of fate in the exercise of moral life itself. It is our awareness of this that we find uncomfortable and tend to resist. Most available theories in the free will debate seek, in various ways, to evade this pessimistic conclusion. Although this understanding of our predicament as human agents may not be one we find comfortable it is, nevertheless, the most truthful interpretation.Five Books, 2d ago
new What Happened In Italy In 2020? (References)The COVID-19 fraud has many aspects and we have focused our energy on exposing the pivotal “upstream” issues. These include the lack of evidence for an infectious particle known as ‘SARS-CoV-2’, the misuse of the PCR and lateral flow tests and the non-sensical COVID case definition. However, we still get questions such as, “but what happened in Italy in 2020?” On 31 October this year the Health Freedom Defense Fund published an article “Italy 2020 – The Preposterous Pandemic” that looked at the detailed regional breakdown of the COVID-19 deaths or more specifically the deaths officially attributed to COVID-19. Even on their own terms, the article has exposed that the claim that there was pandemic is nothing less than preposterous.by Dr. Sam Baileyhttps://drsambailey.com/resources/videos/covid-19/what-happened-in-italy-in-2020...Rumble, 2d ago
new In 2022, over £1.2 billion was stolen through fraud in the UK. Yet, organisations increasingly recognise that fraud is a security issue rather than a cost of doing business. Many UK players, especially in the financial services industry, will be looking to adopt end-to-end online fraud prevention solutions, counting on multi-layered tools and technologies. One key development to watch within these ‘layers of defence’ is the addition of so-called risk signals. Leading digital identity experts have already started to incorporate more behavioural biometrics, such as typing patterns or mouse movements. These patterns from historic interactions with users will start to impact fraud prevention positively, with device signals or template signals of fraudulent ID documents making it much harder for fraudsters to get away with their crimes.Financial IT, 2d ago
new Let us hope that U.S. and NATO military strategists and force planners do not draw too deep an inspiration from Scott’s depiction of Napoleonic battle. It’s bad enough that the allure of the decisive battle is already shaping U.S. deliberations over how to fight a possible future war with China over Taiwan. Disregarding the likely attritional character and extended length of such a fight—and the requirements in manpower, weapons, ammunition, production capacity, and political constancy that would entail—could spell disaster for the United States and its allies. Focusing on long attrition instead of dramatic clashes would certainly make for a boring film experience, especially since one only has to look at Ukraine to see the long slog of attrition playing out in real life. Nonetheless, stripping Napoleon of the romanticism associated with epic battles decided by the archetypal hero on horseback would be a small first step in gaining a better understanding not only of past wars, but also of how future wars will be fought.Foreign Policy, 2d ago
new The 28th session of the Conference of the Parties (COP28) to the United Nations Framework Convention on Climate Change (UNFCCC) gave the world a surprise on its first day, Thursday. Delegates from more than 160 countries unanimously agreed to formally establish the Loss and Damage Fund, pledging more than $400 million to support the world's particularly vulnerable countries in their efforts to cope with the loss and damage caused by climate change. This groundbreaking progress has brought much-needed good news to the world, raising confidence and expectations for the outcomes of this conference. The issue of funding has been a focal point in recent UN climate conferences, with prolonged and intense debates surrounding the amount of aid and compensation developed countries should offer for their historical emissions, as well as the ways of raising and distributing the funds. However, the urgency of the severe climate change situation has led to significant achievements. Developed countries have committed to mobilizing $100 billion a year to support climate finance. The establishment of the Loss and Damage Fund was a decision made at COP27 in Egypt in 2022, but its implementation has not been easy. Nonetheless, this time, several developed countries have made pledges toward the fund. The United Arab Emirates (UAE), host country of COP28, committed $100 million, Germany, $100 million, the UK, 40 million pounds (about $50.6 million) and 20 million pounds for other arrangements, Japan, $10 million, and the US, known for its grandstanding on climate issues, only $17.5 million. When it comes to paying, some countries revealed their true face. The amount pledged by the US is meager in comparison with its status as the world's largest economy and the responsibility in addressing climate change it should bear given its highest historical cumulative carbon emissions, leading to criticism from attending delegates and experts who deemed it "disappointing," "shocking," and "embarrassing."However, amid this disappointment, there were heartening developments. When the US once again let the world down at the critical moment, other countries stepped up. On the second day of the climate conference, Friday, the UAE announced $30 billion for a new climate finance fund, aiming to mobilize $250 billion by the end of the decade. It also aims to improve the flow of money into projects to reduce emissions, especially in the Global South.Washington should really feel ashamed of this scene. The New York Times bluntly questioned in a September article: How Long Can America's Climate Hypocrisy Last? "It's nothing new for climate ambition and climate hypocrisy to flicker back and forth like the two faces of a lenticular hologram," said the article. Even the American media itself says so, showing how bad the US' performance is on climate issues.Another typical example is the deliberate effort by the US to woo Pacific island nations, establishing new embassies and claiming to help them maintain "maritime security." However, when it comes to the climate issues that these countries genuinely care about, Washington exhibits conspicuous stinginess and parsimony. The true focus of Washington in its diplomacy is becoming increasingly evident to people. At any rate, the US cannot be absent when addressing the issue of climate. Even if other countries are proactive, they cannot fill the irresponsible void left by the US. Conversely, if the US fails to set an example on climate issues, it completely loses its qualification to pursue global leadership. In any case, the US must shoulder its due obligations and responsibilities. The Democratic Party shows a more positive attitude toward climate issues than the Republican Party. The Biden administration should take advantage of its time in office to push for substantive progress on climate issues with greater determination and force. This current climate conference's crucial agenda is the "Global Stocktake," where each contracting party will review progress and gaps in implementing key provisions of the Paris Agreement. The focus will also be on "four paradigm shifts": fast-tracking energy transition and slashing emissions before 2030; transforming climate finance, by delivering on old promises and setting the framework for a new deal on finance; putting nature, people, lives and livelihoods at the heart of climate action; mobilizing for the most inclusive COP ever. These are ambitious goals indeed. In the realm of climate, every step forward is incredibly challenging. It is precisely because of this difficulty that each achievement is so valuable. Regardless, we observe that human society is moving forward step by step, even though the pace is still too slow and lags behind the rate of environmental degradation. How to ensure that this collective effort of all humanity involves less short-term selfish calculations and more long-term vision of shared future, and stronger climate actions, is crucial for the future and fate of humanity. No one can escape or evade this duty, especially for countries with significant responsibilities and obligations.globaltimes.cn, 2d ago
new Henry Kissinger realized the setbacks this brought to American geopolitical achievements when he published his programmatic article “Reflections on American Diplomacy” in the October 1956 issue of Foreign Affairs. Evaluating the first decade of the Cold War, Kissinger argued that it had evolved from “an effort to build defensive barriers into a contest for the allegiance of humanity,” a contest the United States was losing. U.S. foreign policy had become too reactive and lacked strategic vision. “The paradoxical result is that we empiricists, appear to the world as rigid, unimaginative and even somewhat cynical, while the dogmatic Bolsheviks exhibit flexibility, daring and subtlety.” Because Soviet diplomacy pursued unlimited and open objectives, “the international debate is carried on almost entirely in the categories and at the pace established by the Soviets.” Moscow’s “flexible tactics and inflexible purpose” led to ideological and geopolitical victories across the globe. In other words, loosening the moralizing ideology would help the United States achieve its goals more efficiently and faster. For Kissinger, the mastery of diplomacy resided “in grasping the nuances of possibilities.” In the absence of “tragic experience” in its foreign policy, Kissinger argued, Washington is unused to operating in conditions that permit “only a choice among evils” and aims to achieve peace through a decisive event instead of maintaining it as “the expression of certain conditions and power relationships.” Kissinger saw the Metternichian, post-Napoleonic era as the gold standard of the art of diplomacy, with its emphasis on dialogue over moralizing and a commitment to transactional diplomacy as the guarantee of a successful balance of power equilibrium. The National Interest, 2d ago

When transplanted, in vivo HSC activity is typically determined using both quantitative and qualitative parameters8. Most commonly, this is achieved by comparing to a known amount of competitor cells9. However, although the competitive repopulation assay (CRA) represents a mainstay in experimental HSC biology, it associates with shortcomings often neglected. First, while clinical BMT aims at transplanting large numbers of HSCs10,11, experimental murine BMT typically use limited HSC grafts, which can strongly influence on HSC function12. Secondly, the CRA is from a quantitative perspective rather blunt, with sigmoidal rather than linear characteristics9. This limits the boundaries of the effects that can be measured. Thirdly, the CRA assesses HSC activity based on overall hematopoietic chimerism, which might reflect poorly on the actual HSC activity given the vastly different turnover rates of different blood cells lineages13. At the same time, alternative assays such as limit dilution assays or single-cell transplantation assays are cumbersome, expensive and associated with ethical concerns. Newer developments in DNA barcoding technology have overcome many of these issues14.elifesciences.org, 27d ago
Diane Kinney is co-director of Circle, one of three agencies working in central Vermont to support people affected by domestic and sexual violence. She said the two deaths, combined with reports by women who said they have recently encountered suspicious behavior on rural backroads, has only heightened anxiety levels, as evidenced by an uptick in calls to her agency in October.“Callers just say they are more afraid than usual; they aren’t going out at night. They are worried that there is someone out there hurting people,” she said.Since the three agencies — Circle, Safeline and Mosaic — work with survivors of violence, Kinney said efforts to develop safety protocols have been made harder by all that is unknown about the deaths and reports of suspicious vehicles in the area.“We’re all pretty frustrated, honestly,” Kinney said. “We work with a population that is very traumatized. Therefore, they are hypervigilant and want answers, just like the general public. We are finding ourselves not able to support them.”Vermont State Police have said they responded to the reports of suspicious vehicles with “high-visibility patrols” in the region that includes Corinth and Topsham, but were unable to substantiate that any criminal behavior had taken place.“The state police is aware of community concerns regarding these reports, and investigators also acknowledge that individuals may have varying perceptions regarding interactions with strangers,” state police said in a Nov. 1 press release. While state police have said last month’s eight apparent homicides across the state appear to be “isolated incidents,” Kinney said police could do more to elaborate on the reasons why residents should not feel in danger.“What else can they tell us? I don’t know,” she said. But given the number of recent homicides, she said, “it just doesn’t seem to add up.”...VTDigger, 23d ago

The Pittsburgh news media ecosystem has significant deficiencies when it comes to inclusive practices both inside and outside of the newsroom. The failure of the ecosystem to progress in this area is especially disappointing, given that this issue specific to Pittsburgh newsrooms has been well publicized over the past decade. Nevertheless, the willingness of the five newsrooms in this cohort to participate in such a critique is a first step toward change. Additionally, each newsroom has implemented some policies that, if expanded upon or adopted by other newsrooms, could provide the basis for larger transformations related to Diversity, Equity, Inclusion and Belonging, or DEIB, in journalism. The American Press Institute hopes that overcoming these challenges will be done not only on an individual basis by newsrooms, but as a collaborative effort, especially when it comes to creating a hiring pipeline and improving efforts to listen to and engage communities of color.American Press Institute, 20d ago
The implementation of the Check Image Clearing System, adopted by the Philippine Clearing House Corporation (PCHC) in 2017, marked a significant advancement in the modernization of banking processes. This innovation eliminated the need for physically transporting checks for clearing, as only check images and their electronic payment information were required to be transmitted to the paying bank. In tandem with advancements in mobile technology, UnionBank introduced its award-winning Mobile Check Deposit (MCD) in 2020, effectively reshaping the operational landscape for business clients. MCD capitalizes on the prevalence of the most commonly used gadget – a smartphone — by allowing corporate clients to conveniently deposit checks at their preferred time and place, thereby overcoming the limitations of having to visit traditional physical counters and embracing the convenience of a digital interface.INQUIRER.net, 10d ago
COVID-19 drove many cities throughout the nation to dramatically increase the number of online services available to residents. Los Angeles is one such city.“The COVID-19 pandemic forever obstructed our world,” explained Ted Ross, CIO and general manager of the city of Los Angeles Information Technology Agency. “As a result, L.A. made it a point to be contactless and people-centered. Why should someone have to come in contact with another person to get something done? … Why can’t it be online?”“Contactless government is extremely impactful,” Ross added. To offer more online services, the city first inventoried all of its software to determine what makes each piece modern or legacy. IT employees then identified available platforms, best practices and lessons learned to develop recommendations to modernize all apps across every city department. All told, more than 130 apps have been modernized.“We wanted to take advantage of the horrible situation that COVID-19 was to be a better government and a better digital government,” Ross said. “It allowed us to recover to a new better, not just a new normal.”Ross also cites the city’s efforts to strengthen its IT workforce as one of its most critical IT achievements in the past year. Between March 2020 and December 2022, he said some 25 percent of L.A.’s IT workforce left their positions.“We know that IT employees are uniquely at risk of seeking other job opportunities,” Ross explained. “And we knew if we were going to implement the tech Angelinos expected, we needed to dramatically change how we recruit and retain IT employees.”Ross said the city committed to a 12-step IT workforce plan, which said that Los Angeles would need to focus on hiring and retaining more than the “stereotypical young person who can code.” To meet that goal, the city, working with a consultant, developed four categories of tech talent: emerging technology architects, modern system developers, heritage system experts and flexible technology leaders. The city outlined a recruitment plan, highlighting specific places to find new talent. It laid out what attracts new IT talent and what drives it away. City leaders also updated job classifications. To help retention, Los Angeles increased the ways tech employees could connect, communicate and “hang out” together, either in person or digitally.Ross said that since the launch of the plan, L.A.’s IT workforce has seen a 23 percent reduction in IT vacancies, an 81 percent reduction in IT staff departures, and various increases in project delivery and incident response productivity.Click here to read about all the winners in this population category.*The Center for Digital Government is part of e.Republic, Government Technology’s parent company.GovTech, 25d ago

Gillibrand said the legislation is an important step forward in the effort to deter illegal robocalls."Don't dial if you don't want to go to trial," the Democrat said. "But, there's still more we need to do to address the rise of generative AI. I'm sending a letter to the chair of the Federal Trade Commission requesting information about its work to track the increasing use of artificial intelligence to perpetrate frauds and scams against older Americans. While public reporting indicates that more families are being targeted by voice clones in family-emergency scams, the number of Americans targeted by scammers using generative AI remains unknown."Earlier this month, the Federal Communications Commission announced it will pursue an inquiry to study the impact of artificial intelligence on robocalls and robotexts and is evaluating how it can also use AI technology to combat the problem.Gillibrand said she hopes to get both Republican and Democratic co-sponsors to push the bill forward, as people on both sides of the aisle are alarmed by the incidents. Gillibrand advised New Yorkers, especially older residents, to be cautious and aware of the problem. She said she's also weighing other legislation that would create a responsibility for banks and tellers to ask a set of standardized questions if an elderly person goes to a bank and wants to take out, say, $10,000 when that is not a usual practice."If [they have] never done that before, to have a series of questions that the teller can ask to say, 'Are you taking this out for a reason? Is there an emergency? Have you verified the emergency with a loved one? Would you like me to help you verify the emergency?'" Gillibrand explained. "I want to come up with some legislation to focus our tellers on good questions they can ask that don't violate their privacy or make them feel unsure of themselves or insecure, but just protective questions."© 2023 The Daily Gazette, Schenectady, N.Y. However what if this does not occur? I’ve seen this case play out greater than as soon as on this planet of digital advertising and marketing. The latest push for decoupling front-end and back-end web site structure has led to the introduction of instruments like Entrance-Finish Websites. At face worth, these instruments make some fairly attractive guarantees: extra fashionable and elevated internet experiences for customers and extra seamless integration inside a model’s digital ecosystem on the again finish. The place issues go off the rails is when the know-how funding and method aren’t tied again to the advertising and marketing workforce, their wants, expectations and objectives. The know-how is advanced, and it usually comes with drawbacks for entrepreneurs – like tougher publishing workflows – which they often aren’t conscious of upfront. These points may be overcome so long as the groups concerned go in with the popularity that the instruments do not all the time provide a fast repair.BlaQue Crypto News, 3d ago
Up on Mars, Massey and Dani should be so lucky as to get to know each other well enough to be in any danger of being chummy. They’d work really well together if they learned how not to talk past one another. Dani made a point of inviting dissenting opinions in her first big department heads meeting, but she doesn’t receive Massey’s concerns in her usual sympathetic, big picture-seeing way. She perceives the power imbalance between Svetlana and Vasily differently than the Helios workers on the lower levels do. To her, Vasily (who has yet to regain consciousness) is a beneficiary of the new regime thanks to his family’s place in it, and Svetlana is in danger of being swallowed up by some gulag. It seems not to have occurred to Dani that the lower-level workers see Svetlana as getting away with near-murder because of her elite status as a cosmonaut, while Vasily’s injuries will have terrible lasting repercussions. Massey stops short of telling Dani that she believes command thinks of the Helios workers as disposable, but I wish she hadn’t because Dani’s wholly unsatisfactory response dismissing Massey’s inferior understanding of the situation’s complexity is missing the point. They’re both right, and they both need to recalibrate their understanding of events and the mood throughout Happy Valley.Vulture, 3d ago

For example, driver assistance systems reduce the burden on the driver, improving safety. Also, collecting data in real-time using IoT technology could lead to more efficient delivery routes that enable faster delivery of more packages. And utilizing AGVs and AMRs to automate tasks such as handling and picking packages makes it possible to carry out logistics operations quickly and accurately without having to worry about labor shortages. Cutting-edge sensing technology comprises the core of smart logistics systems. While the volume of logistics continues to increase with the spread and expansion of e-commerce, serious labor shortages in the logistics industry have become the norm, resulting in longer working hours. The introduction of smart logistics systems is expected to help solve problems in the logistics industry by automating operations that save labor and increase efficiency, leading to reduced workloads, shorter working hours, and lower costs, but there are still several issues that need to be addressed before full-scale adoption can begin.ELE Times, 3d ago
We’ve been working with a company on a new secure wireless technology called LiFi, which is a wireless technology based on light rather than radio frequencies typical with Wi-Fi, that has numerous benefits for our customers in classified environments. The fact that we can contain wireless signals within a room simply by closing the door has a lot of benefits. So, we can power not only mobile devices like secure laptops and tablets, but also if you think about a data center application where we have the potential to really rethink how networking is done within the data center by using this secure wireless technology, we think it’s going to have a lot of benefits.GovCon Wire, 3d ago
In light of these striking similarities, it is not difficult to see why young people are angry and frustrated at the lack of progress made on climate change in recent years. Away from high profile summits, in research that I conducted in Manchester and Melbourne in 2021-2022, young people shared that climate change was something that they felt they as a generation would have to contend with. As Zara in Manchester said: “You see a lot of young people now, like Greta Thunberg and people, but the generation above us, I feel like they just rely on what we’re going to do. They should take some action as well.” Akos in Melbourne also shared a concern that, if adults didn’t act quickly, “at the end of the day, the youth is going to be the one picking up the pieces.”...ncl.ac.uk, 3d ago
First, a culture of urgency is essential. What I mean by “culture of urgency” is to unite all constituents around a mission and to be clear about where we currently fall short. Urgency does not mean to place so much pressure on teachers and staff that their longevity in the profession is unlikely. Often, in urban education, urgency is created from an incident. Boston Latin School received national attention in 2016 when Black students at BLS shared issues on campus that resulted in their feeling unseen and unheard. After this, we worked in partnership with the Boston Public Schools Office of Equity to build new systems for reporting bias-based incidents. We also engaged in whole-staff professional development and school-wide dialogues about race and equity. Our personnel committee worked intentionally to further diversify our staff so that more students saw themselves in the adults around them—we hired talented educators across racial, gender, and sexuality identities, including the first Asian American and openly LGBTQ+ assistant heads of school in the institution’s history. Hiring with diverse representation as a core value is not, as some would claim, putting identity politics ahead of education. Actually, it’s crucially important to educational success. We watched our students find outlets on staff when experiencing microaggressions, when seeking to institute new programming on campus, or when desiring a space to just be.Education Next, 3d ago
Newswise — For many decades, the rock mechanics community has tacitly assumed that a rock mass can be equated to the sum of fractures and intact rocks. Accordingly, it is believed that the behaviour of a rock mass can be understood by decomposing it into smaller pieces and characterising these pieces completely. However, from the statistical physics point of view, this commonly assumed equation, i.e. rock mass = fractures + intact rocks, is incorrect, or at least incomplete.“Rock mass is a complex system formed by numerous fractures and rocks that interact with each other across spatiotemporal scales,” explains Qinghua Lei, the sole author of a new study published in Rocks Mechanics Bulletin. “In such a complex system, entirely new properties could emerge at a higher level arising from the collective behaviour of constituent components at the lower level, such that the system exhibits properties that its parts do not have on their own, for which reductionism breaks down. So, more is different!”Dr. Lei, an Associate Professor at Uppsala University and a former Senior Researcher & Lecturer at ETH Zurich, further explains, “Consequently, the large-scale behaviour of a rock mass cannot be predicted by simple applications of the knowledge of small-scale core samples, due to the hierarchy of scales, heterogeneities, and physical mechanisms as well as the possible emergence of qualitatively different macroscopic phenomena.”Based on a combined statistical physics and rock mechanics perspective, Dr. Lei presented a thorough discussion on the mechanisms of emergence in fractured rocks. Additionally, he proposed a multiscale conceptual framework to link microscopic responses of individual fractures/rocks to the macroscopic behaviour of rock masses, which consist of a large number of fractures and rocks.“This multiscale framework can serve as a useful tool to bridge experimentally established constitutive relationships of fracture/rock samples at the laboratory scale to phenomenologically observed macroscopic properties of fractured rock masses at the site scale,” Dr. Lei concludes.newswise.com, 3d ago
Dr. Mondhe envisions a future where nephrology in India transcends mere numbers of transplants. Instead, he emphasizes the need for indigenous research, data collection, and the development of Indian guidelines for treating kidney diseases. Through initiatives like Nephrocon a group of young nephrologists dedicated to collecting and analyzing glomerular disease data, Dr. Mondhe aims to position India as a leader in nephrological research. As he continues to leave an indelible mark on nephrology, his vision extends beyond the immediate horizon. It encompasses a future where Indian nephrology sets its standards, rooted in research, patient-centric care, and a commitment to improving the lives of those grappling with kidney diseases. In a dynamic realm where kidney health is paramount, Dr. Mondhe emerges not just as a nephrologist but as a visionary shaping the trajectory of the field in India.siliconindia.com, 3d ago

Over the past several years an additional influence on shipowners’ newbuilding order decisions affecting the fleet’s evolution has come to the forefront. There has been an intensifying focus on decarbonising the world merchant ship fleet, and the fuels and technology required to achieve this aim. Some owners have decided to use a specific alternative fuel in new ships, or at least to include the option of using it in the future. By contrast many other owners apparently have been deterred from or at least have hesitated in placing orders, because of extreme uncertainty about the fuels that will be acceptable over a typical vessel lifetime of up to twenty five years.hellenicshippingnews.com, 3d ago
Moreover, the album has clearly warped and changed dramatically over time. It frequently reads like an extended meditation on old age, a subject a septuagenarian artist has every right to discuss. It variously sees Gabriel haunted by the passing of a previous generation on And Still; aware of his own encroaching mortality – trapped in a body that “stiffens, tires and aches in its wrinkled, blotchy skin” – on So Much; happy to let “the young move to the centre” on Playing for Time and at peace with his place in the cosmic structure of things on the title track. Even when its lyrics venture into current events – Four Kinds of Horses could be aimed at violent religious fundamentalism or rightwing populism and The Court explores the effect of the internet on public discourse – they do so from the vantage point of someone who’s been around a long time: “Ah, you say you’re something different, but you do it all again”, as the former puts it wearily. It’s an approach that’s effective and affecting, but i/o couldn’t have started out like that, for the simple reason that Peter Gabriel was only 45 when he began work on it.theguardian.com, 3d ago
The concept of misinformation has deep historical roots. Throughout various epochs, from ancient civilizations to the modern digital age, misinformation has consistently influenced human communication. This includes the distortion of facts in pre-print societies' oral storytelling (Burkhardt, 2017) through to contemporary digital information warfare conducted between states (Karpf, 2019). In academic research, the two World Wars played a pivotal role in shaping early scholarship around the topic. Following World War I, academic research in propaganda studies analysed the techniques employed during the war and their societal impact (Bernays, 1928; Lasswell, 1927). The post-Second World War era witnessed an increased focus on academic research regarding rumours, acknowledging their significant impact on shaping public perceptions and attitudes towards the war effort. This phenomenon garnered particular attention within the field of social psychology, as researchers sought to gain a deeper understanding of the psychological processes involved in the propagation of rumours (Allport & Postman, 1947). Since the late 20th century, the advent of information and communication technologies has greatly propelled contemporary research on misinformation. Within this burgeoning field, scholars have dedicated significant efforts to investigate the intricate role of digital communication technologies in shaping the multifaceted landscape of misinformation (e.g. Marres, 2018; Napoli, 2019; Tufekci, 2018).Internet Policy Review, 3d ago
...“I know in our district, our special ed kids were the first ones to have iPads, and they were the kids that looked a little bit different because they were the only ones in the room with tech,” she said. “I worry about teachers removing tech to deal with AI, and now suddenly our special ed kids who don’t have tech written into their IEPs (individualized education programs) anymore are losing an accommodation, so that’s what I’ve been telling teachers, is, ‘You can’t go back to paper.’”Lewsadder said she also created an AI Slack channel in her tech team’s workspace so anyone interested could post information, continue learning and invite teachers.“In technology, we’ve learned that you don’t have to know all the answers, you have to know how to get them,” she said. “If we can get that message to our educators, they will feel more confident with technology tools, so that’s something else to think about.”Several useful pieces of information emerged, including that many people lack general knowledge about data privacy with GenAI. Lewsadder said many students were shocked to learn that if they had entered their resumes into ChatGPT, they gave away that personal information. This prompted her to send emails to families and encourage regular communication about these issues among staff.“It’s a quick message. I think you just do PA announcements, you send it to the parents, the teachers can say these things — it doesn’t have to be a revolutionary change, but getting the message out about the risk is really important for the kids,” she said.Jennette Vanderpool, an education strategist with the ed-tech service provider CDW Education, said another reason to maintain open conversation among faculty is that they use different tools, and some have better content restrictions than others. For example, ChatGPT will give a user the recipe for a Molotov cocktail, while Merlyn Mind will not.“We’re really waiting for Google and Microsoft to get on board with the educational safety component,” she said.Vanderpool added that teachers need to know these things so they can set their own personal classroom rules accordingly — defining which tools they want to use, amending their syllabus language with basic guidelines, and teaching students APA and MLA citation rules for generative AI.“We can’t tell teachers how to teach, we can’t tell them how to grade, but if we create policy around AI usage, then it can be on the teacher’s plate to define how specifically they want it written in their syllabi,” she said.Paradoxically, for all its risks, another key hurdle in adopting GenAI is the student tendency to view it through a negative lens, which won’t be helpful to them entering a workforce that has integrated with the technology.“The kids don’t really see it as something they’re supposed to be doing, so they have this negative connotation, and I think that’s one thing we all really have to fight to break,” Lewsadder said.GovTech, 3d ago
In recent years, an increasing number of studies have looked at the impact of sleep regularity (and irregularity) on aspects of health besides sleep quantity and quality, often made possible by the availability of wearable technology that is able to monitor rest-activity cycles in large numbers of people. Studies have found evidence that sleep irregularity is associated with a higher incidence of obesity (Patel et al., 2014), depression (Fang et al., 2021), cardiovascular disease (Huang et al., 2020) and other chronic disease outcomes.eLife, 3d ago
Several of the paper’s criticisms of the field of flourishing seem very reasonable and point towards issues that need to be addressed. First, the field needs more qualitative work, and more work on understanding the views and experiences of everyday people as to “what flourishing looks or feels like, what makes flourishing possible, or what might stand in the way and thwart their ability to flourish.” Much of our own work, and that of many others, has been quantitative, but more qualitative research is clearly also critical. The field would benefit if more of this were carried out.Psychology Today, 3d ago

Companies that foster diversity and belonging have been proven to have better financial performance, increased innovation, and a more engaged workforce. However, a recent report from The Christopher Group’s Pam Noble explains that with the recent supreme court ruling on affirmative action in colleges and universities the question arises, ‘Do all companies need a chief diversity officer (CDO)?’ and ‘what happens when they aren’t present?’...Hunt Scanlon Media, 3d ago
When directional light cues were presented from below the tube in gravitaxis trials (tube in a vertical position), monarchs readily performed negative gravitaxis with the light cues having no effect on movement. Similarly, directional light cues also had no effect when presented from behind monarchs during righting response trials, with monarch righting behavior unaffected by these light cues. Additionally, although directional light cues (light from either the left or right of the monarchs) did skew monarch orientation towards the light source in righting response trials (10–15 deg shift towards the light source relative to the position of 0 deg; Fig. 6), monarchs always righted themselves to a head-up, upright position that was distinct from the positive phototactic response that we observed when monarchs had no antennae in righting response trials. This pattern of results from our experiments therefore suggests a hierarchical structure between gravity and directional light cues. If gravity and directional light cues were weighted equally by monarchs, we would have expected monarchs to have shifted 45 deg relative to the vertical when the light was on either side in righting response trials, or a random orientation when the two cues were in direct conflict during trials when light was from below. Instead, our results show that gravity cues can be dominant over light cues during orientation behavior in monarchs, with gravity cues inhibiting positive phototaxis to directional light cues. Such a hierarchical structure between multimodal sensory cues has been previously observed in fall migratory monarchs within the context of the cues used for oriented southwards flight (Guerra, 2020). Here, the predominant compass mechanism monarchs use to maintain southwards flight is a time-compensated sun compass, with monarchs using the sun as a directional visual cue. When the sun's position is occluded during overcast sky conditions preventing the use of directional visual cues, monarchs then rely on a backup magnetic compass for flying southwards, with the compass tuned to the inclination angle of the magnetic field (equatorwards flight). Additionally, directional light cues can modulate the expression of gravitaxis and this modulating effect is dependent on the relative localizable position of light relative to individuals. A similar relationship between gravity and light cues has also been observed in other taxa (Daiker et al., 2011; Kwon et al., 2016). For instance, in Euglena gracilis, responses can be gravity biased, with gravity-based responses modulated by light, depending on the environmental conditions faced by individuals and the intensity of cues (Daiker et al., 2011; Ozasa et al., 2019).The Company of Biologists, 3d ago
For example, a Vivify partner, Deaconess Health System in Indiana, deployed an RPM program for patients recently hospitalized for either congestive heart failure or COPD with an estimated probability of rehospitalization of at least 20%2.Nurses running this program monitor the patients daily and engage in case management and as needed, coordination activities to ensure patients are seen promptly by a physician when necessary. The Deaconess program had reduced 30-day rehospitalizations by 50%, from 14% to just below 7%.2 In our experience, results like these are typical of high-intensity programs focused on high-risk patients and represent the high end of what to expect. RPM programs with lower acuity patients or less resource intensive interventions can expect lower absolute impact rates on downstream utilization. Such programs can still produce positive financial returns if costs remain under control. In my experience, target patients for RPM programs often have many medical needs, so it’s common to see substantial evidence of clinical benefit from monitoring, even in cases of marginal financial return.MedicalEconomics, 3d ago

I believe grandiose narcissism is sometimes not due to childhood environment but created by acquiring a very high rank and influence over others as an adult—that is, having too much power. There is considerable research on how people, given power, will start to use it for their own advantage. Having power for long, they get used to having their own way. To most people in power, it feels good. They are changed by having power and become more narcissistic. (For a review of some of this work, see Keltner, D., Gruenfeld, D. H., & Anderson, C. (2003).) This applies to almost anyone—for example, research participants randomly assigned a role of power over others in an experiment. When taken to an extreme, we see political figures and spiritual leaders, to take two prime examples, sometimes horribly misuse their power financially or sexually. Very often they never would have thought of it until the door was left wide open and they just walked through it. But that is another subject. Mostly I just want to take this opportunity to remind you to try looking at the world, including narcissism, through this lens of ranking and linking. Even though most of the world’s problems are caused by ranking on a massive scale, very often some genuine linking, just a hug and some sympathy, works wonders. Love helps.Psychology Today, 18d ago
While I don’t see an immediate need for this tech, it’s hard to deny the future possibilities. I hope they find success or at least learn and publish their findings if they fail so that it can be continued by others. A lot of people are talking about how it’s not faster than just throwing up some lumber walls etc, but being in COVID times, contractors are still quoting six months to a year lead up time to get their hands on building materials like lumber. My wife and I had an architect make us designs for our dream home (more or less, nothing fancy just the right size and layout that we want), the contractors we reached out to as of six months ago were telling us it would be a year to get materials, so they wanted us to pre-order the materials while working on getting all of the approvals etc, to save time. Needless to say the cost of materials and time has halted our plans. If this tech has the possibility of being an alternate solution to save time based on materials readily available at the time during the design phase, I can see it being a reasonable solution depending on your needs.Hackaday, 5d ago
The ongoing Russo-Ukraine War exposed an acute national security threat – the vulnerability of the defense industrial base. In that scenario, even the US, the largest military power in the world, struggled with replenishing stockpiles of critical weapons as it armed and assisted Ukraine. Japan, due to its geostrategic location, is neighbored by three nuclear-armed states that signal their intent to change the status quo, namely China, North Korea, and Russia. However, Japan has only recently started to focus on the issue of its defense industrial base and arms transfers as a means to revitalize the domestic defense industry. The Abe Administration in 2013 introduced the concept of “Proactive Contribution to Peace” as the guiding principle of Japan’s first National Security Strategy (Cabinet Secretariat 2013). Under this, Japan declared a determination to play a more proactive role in securing peace, stability, and prosperity in the international community. This changed Japan’s prior approach which was based on the idea of possessing minimum necessary basic defense capability for self-defense. In response to this change in attitude, Japan’s ‘Three Principles on Arms Exports’ were replaced by the ‘Three Principles on Transfer of Defense Equipment and Technology’ in 2014 (Cabinet Secretariat 2014) which enabled domestic defense manufacturers to export defense equipment abroad. In this light of these developments, this article traces the evolution of the defense policies on arms exports and attempts to highlight Japan’s challenges with them.E-International Relations, 19d ago
Our digital preservation work is still in its early stages here at QSA. The focus of the past twelve months has been the extraction of legacy physical media already held in our collection, with ingest and preservation activities starting in July this year. Katherine Fisher, in her presentation on Born Digital Collections, highlighted two issues associated with digital collections: that they are unpreserved and inaccessible. This rang true, and is clearly the case with our legacy media collection. These issues, along with the concept of ‘Good Practice’ that Katherine also touched on, has driven a small change in the way we approach extraction for some legacy media we know contain important, permanent value records. For these carriers, we have created a small project creating just the disk image rather than extracting the contents. Creating the disk image addresses both the problems of preservation and of accessibility. While the long-term preservation of disk images is not part of our digital preservation strategy per se, we are realising the benefits of using the disk image to provide ongoing access to the bitstream before the carrier fails altogether. Having the disk image then allows us to extract the contents when we are ready to tackle the entire project and carry out the preservation activities required for long term preservation. It is not ideal, but for floppy disks at the end of their lifespan it is better than doing nothing as it may be some time before we will have the opportunity to work on this particular collection.dpconline.org, 20d ago
A second stream of research focuses on the processes in the digital realm that are transforming the understanding of trust as such and, eventually, creating new forms of trust that are typical of the digital. Stemming from the idea that data-driven technologies transformed the nature (boyd & Ellison, 2007; boyd, 2007) and the way in which human interaction occurs (Hine, 2015), it seems reasonable to question if previous trust approaches can still be applied in digital contexts. For example, how are “trust hangers” (i.e. those elements we rely upon to decide whether to trust) affected in the digital world? According to Botsman’s distributed trust model (Botsman, 2017), the structure of digital exchanges enables a collective and distributed rating of subjective values that, thanks to that, emerges as (more) trustable to internet users. According to Botsman, trust hangers shifted from individual interaction or institutional mediation to the hands of many internet users, who rate the service provided and help back certain users' opinions over others. Still, Botsman’s approach fails to provide a clear link between her distributed form of trust creation and the centralised pattern of functioning of the platforms she refers to: It seems counterintuitive that centralisation would bring about decentralisation.Internet Policy Review, 10d ago
Juan: To stay, as well, with your AI question above, there’s going to be a growing expectation of smarter infrastructure. If cars and trucks can pretty well go driverless, at this point, what about publishing workflows, quality control checks, and knowledge discovery and translation? This increased responsibility will need to be accompanied by a recognition for the need to support research infrastructure, with multiple overlapping efforts underway to make this a reality. I remain optimistic that all these conversations and efforts will lead to clearer pathways for projects, like PKP and many others, to receive funding from a wide range of stakeholders who indirectly benefit from our work. As infrastructure grows in importance and, I’d hope, support, then I suspect we’ll also see a growing role for these infrastructure developers as actors in the academic community and a corresponding representation of that community on infrastructure projects. We’ve seen some of this with PKP — I find myself participating on the boards of international organizations and projects and, similarly, PKP has community members play a role in its governance. But it will require growing community engagement and outreach teams so that, as infrastructure is less under the hood and more in the driver’s seat, we can ensure that it more than adequately represents the perspectives of our community of users. And with that we both thank you for such an interesting set of questions for reflecting on our work together. The Scholarly Kitchen, 27d ago

Over the last few decades, there have been numerous studies focused on uncovering the possible mechanism of membrane lysis by ESAT-6 (Augenstreich et al., 2020; Conrad et al., 2017; de Jonge et al., 2007; Kinhikar et al., 2010; Koo et al., 2008; Lienard et al., 2020; Osman et al., 2022), and how this might lead to escape of Mtb from the phagosome (Houben et al., 2012). However, the field has been plagued by setbacks such as the discovery that many studies prior to 2017 showing membrane disruption by ESAT-6 were confounded by the contamination with the detergent ASB-14, which was originally added to remove endotoxin (Conrad et al., 2017). Consequently, most recent studies have focused on the use of intact bacteria in assays, frequently with the closely related Mycobacterium marinum (Mm), to avoid using recombinant proteins. The conclusions of these experiments are complicated by the interdependent nature of ESX-1 structural components, chaperones, and substrates (Augenstreich et al., 2020; Osman et al., 2022; Santucci et al., 2022). Mm has been a valuable model for working out ESX-1 and ESAT-6 function, and many of the key studies in the field have used Mm exclusively. However, the unique characteristics of Mm compared to Mtb can sometimes leads to differing results, and conclusions drawn from one species do not always apply to the other (Bosserman et al., 2019; Carlsson et al., 2009; Lienard et al., 2020; Osman et al., 2022; Smith et al., 2008). This is important because the membranolytic activity of the ESX-1 seems to be highly context dependent, and more biochemical work is needed to work out the specific contributions of ESAT-6 to the membrane disruption phenotype.elifesciences.org, 3d ago
My area of research is in muscle–tendon function and the biomechanics of locomotion. In particular, I focus on unsteady movements: when animals move over uneven terrain, turn or accelerate. I started my work during my PhD with Andy Biewener in the Concord Field Station at Harvard University, USA, studying muscle–tendon function and level and incline locomotion. At the time, Andy was an Editor of JEB, so when it became time to publish, there wasn't much of a discussion about where to try. We submitted it to JEB and I had a great experience, because the review process was thorough and when it was accepted, my article was featured in Inside JEB, so I got to give an interview about the work. As an early-career scientist, that was very nice. During my career, I have faced pressure to publish in higher impact journals and, temporarily, played with moving away from JEB. But I've always come back and the reason is that JEB supports scientific excellence, fosters a sense of community and the review and publication process is of the highest standard. Many of my most cited papers are in JEB, so it seems that chasing the high impact journals was a bit of a waste of energy and slowed down the publication process for my trainees. So, when my own students are thinking about where to publish, I basically say ‘Go to JEB’, just like my PhD supervisor did.The Company of Biologists, 3d ago
Both Carpentier and Cypess agree on one important issue. If the abundance of functional thermogenic fat tissue can be increased in humans, then the chance of a therapeutic benefit is more likely. Since 2008, several advances have been made in our understanding of the developmental origins of brown adipocytes and the identity of their progenitor cells in adulthood. Moreover, animal models demonstrate the clear potential to reprogram mature, white adipocytes into a thermogenic brown- and beige-like cell through targeting of “transcriptional brakes” on the thermogenic gene program (19). The natural capacity of white adipocytes to activate a thermogenic phenotype is highlighted by the browning of WAT depots that occurs in humans suffering from severe burns or in those with pheochromocytomas (20, 21). Advancements in the technology supporting cell-based therapies and organoid development may make it possible to leverage our knowledge of adipocyte development for therapeutic benefit. Ultimately, successful translation of any approach to the clinic will depend on how putative BAT therapeutics stack up against current medicinal approaches. Emerging incretin-based therapies are proving to be effective for the treatment of obesity and diabetes (22); however, not all will benefit from these drugs for various reasons and there is room for complementary approaches. For example, one can envision leveraging adipose thermogenesis as means to help maintain weight loss.jci.org, 3d ago
Bohan continued, "At your desk, in a café, on airport public WiFi, or at a convention overseas, it doesn't matter. You will automatically connect to the closest point on a global network for cloud-delivered firewall protection." This announcement comes as the nature of business has changed over the past few years, with people no longer confined to the office, applications residing in the cloud, and employees working wherever they choose. Traditional security solutions such as hardware firewalls do not provide protection for remote workers, exposing systems and data to potential threats.SecurityBrief New Zealand, 3d ago
As part of our centenary celebrations this year, Movie 1 (Fig. 2) highlights some of the incredible stories that we have promoted through our press releases and how authors have benefitted from this experience. We feature Christofer Clemente (University of the Sunshine Coast, Australia), Christine Cooper (Curtin University, Australia) and colleagues’ study revealing how the behaviour of the short beaked echidna changes through the seasons and their extraordinary impact on the environment of Australia, as each animal is capable of excavating 200 m3 each year (Clemente et al., 2016). Recalling her experience of dealing with journalists’ enquiries, Cooper says, ‘The demand for interviews was rather intense at the time, but it was fantastic to have the opportunity to talk about Australia's unique wildlife’, adding that the contacts she made led to work on documentaries with several international film crews, which resulted in another publication and supported fieldwork in Madagascar and South Africa. Jeremy Niven (University of Sussex, UK) and colleagues’ recent paper investigating the impact of artificial light at night on the ability of male glow-worms to locate females (Moubarak et al., 2023) was picked up by over 200 news outlets (Fig. 1). ‘I think the coverage says a lot about how effective JEB is in reaching the different aspects of the press. I don't recall ever having had so much coverage for any of my work before for papers published’, says Niven. The Company of Biologists, 3d ago
In 1983, pioneering AIDS activists agreed the Denver Principles manifesto, which rejected the notion that people living with HIV were victims and made it clear that they had a central role to play in all aspects of the AIDS response. This was an historic first step towards the Greater Involvement of People with HIV (GIPA) principle, which promotes the meaningful participation of people living with HIV. That principle, where communities lead, has guided significant strides forward. That is reflected in the fact that the number of people on antiretroviral treatment worldwide rose almost fourfold, from 7.7 million in 2010 to 29.8 million in 2022. Yet every minute in 2022, AIDS claimed a life and 9.2 people living with HIV did not have access to treatment. Unfortunately, rates of new infections and deaths are not falling rapidly enough to meet the Sustainable Development Goal target to end AIDS as an epidemic by the end of this decade.UNDP, 3d ago

On high of it, safety dangers in web3 have additionally led to large losses, thereby creating doubts concerning web3 adoption. Allow us to discover out the very best practices to mitigate Web3 safety dangers within the following put up.BlaQue Crypto News, 26d ago
...“To all the ladies wondering why Drake can’t rap like that same old guy, it’s cause I don’t know how anymore,” Drake raps on “The Shoe Fits.” This opening bar sounds like a direct response to the “old Drake” expectations that For All The Dogs set for itself during its rollout. The track is still riddled with increasingly immature diary entries directed toward women in the first verse, but Drake balances the scales by telling a story in the closing verse about a man losing his ex to James Harden. This equal-opportunity pettiness is so hilariously devious that it makes these “harsh truths” come across more creatively rather than simply bitter like many of the songs on For All The Dogs. The shots he sends on Scary Hours Edition are also more direct. Much like on the first Scary Hours, Drake isn’t scared to send another jab at Pusha T. On “Wick Man,” he references Push’s “tick, tick, tick” bar from “The Story of Adidon" about Noah “40” Shebib and flips it on him. He also finds time to respond to Joe Budden’s FATD criticism on “Stories About My Brother,” when he raps “Imagine us getting our validation from an ex-musician searching for recognition.” But even amidst the slick disses and petty raps, Drake still finds time to go a little deeper, questioning religion after the loss of someone close to him. “Living for right now cause I really think that heavens a front/Nadia died in Dubai, I waited for her spirit to come by for like 17 months/That shit didn’t visit me once,” he raps on “Wick Man.” On the same song, he also touches on still dealing with different complexities about his mixed heritage when he says, “White America said I’m becoming a threat/Black America love to remind me what mama look like, as if I’d ever fuckin forget/I'm never enough.” Drake very rarely speaks on racial politics of any kind, so this is the type of openness that makes the Scary Hours deluxe an enhancement. Rap commentary is cyclical when it comes to Drake in recent years. He’ll drop an album that doesn’t please his entire fanbase, the reviews will reflect that, and then he returns shortly after with a vengeance like John Wick. Honestly Nevermind wasn’t for everyone; then he dropped Her Loss. Drake isn’t rapping like a different person on Scary Hours, but where he croons through his boastfulness on the first edition, here he lays out his current disposition in plain terms. “Humble back in 2012, now I give arrogant bars,” he raps on “Stories About My Brother.”Despite dropping four albums in a two-year span, For All The Dogs: Scary Hours Edition is the most energized and creative Drake has sounded in a while. If this is truly “the storm before the calm,” as he says on “Stories About My Brother,” then the “golden age” of the Drake era might have a few more years left.Complex, 12d ago
Much as there is always a lot to be done in the aspect of infrastructure development in Lagos State due to its cosmopolitan nature and the consequent pressure on resources, no objective observer would deny the fact that in line with his campaign slogan ‘Greater Lagos Rising’, Governor Sanwo-Olu has not only committed huge resources to opening and linking the state with better road networks, he has shown more than a passing interest in ensuring easier traveling experience for commuters by focusing on those roads that have huge impacts on daily lives. The Guardian Nigeria News - Nigeria and World News, 13d ago

This has generated changes across the curriculum (especially in introductory STEM courses), as we have a much larger cohort of talented and ambitious students with relatively weak high school preparation, sitting alongside classmates with the finest secondary education the world has to offer. Student interests have changed dramatically: computer science has moved from a niche major (Yale being perhaps the most humanities and arts–oriented of the major private research universities) to one of the largest majors in the college. The ubiquity of smartphones and social media has altered undergraduate behavior and social life beyond recognition. The added stress to adolescents from being perpetually on display to the world may be related to the dramatic rise of mental health concerns. I do not remember any student asking for leniency on the grounds of mental health prior to 2010, whereas now many students have formal academic accommodations, and they all feel free to appeal for extensions and the like due to mental health difficulties on a regular basis.Inside Higher Ed | Higher Education News, Events and Jobs, 3d ago
OCM launched as artwork on the medium of Ethereum in 2021. I wrote in regards to the creation of OCM (now often known as OCM Genesis) in “The Making of OnChain Monkey.” The OCM artwork is a juxtaposition of a easy distinctive design with a fancy on-chain transaction. All 10,000 distinctive monkeys had been created on-chain in a single Ethereum transaction. The one transaction was an vital a part of the OCM artwork. 10,000 distinctive monkeys, with a distribution of traits and meta-traits designed with wealthy and attention-grabbing combos to fascinate collectors, had been all birthed in a single atomic self-contained and full transaction. The great thing about this artwork was additionally the way it used the shared public blockchain in a sustainable and environment friendly method that was respectful of everybody else utilizing Ethereum. OCM had an especially low blockchain footprint, with the entire 10k PFP picture assortment created on-chain in a single transaction. That had by no means been finished earlier than, and that might matter two years later once we launched on Bitcoin Ordinals.BlaQue Crypto News, 4d ago
The EITC is an effective tool that encourages work, reduces poverty and already benefits low-wage workers. My legislation will build on its powerful impact. Too often, Americans are forced to make a choice between working outside the home and being a full-time caregiver. My legislation makes unpaid caregiving pay, while providing these workers with the flexibility to receive most of these funds on a monthly basis. Not only do caregivers forgo promotions or change their career trajectory altogether to accommodate the needs of their loved ones, but they also shoulder additional costs to meet the medical, housing and care needs of their loved ones. These costs can include paying for home renovations to improve accessibility for their loved one or childcare. These monthly payments can provide a cushion to help pay for transportation costs associated with caregiving or even help offset lost wages. I also have a proposal to improve the Social Security program and recognize more forms of work. My legislation, the Social Security Enhancement and Protection Act, would allow the years a parent cares for a young child to count toward Social Security coverage. There are numerous ways to acknowledge caregivers’ labor. The Hill, 3d ago
As we witness the rapid deployment of generative AI tools by leading legaltech companies, the simultaneous arrival of legal ethics guidance is both timely and necessary. The novelty of generative AI technology and the unprecedented pace of technological advancement has placed legal professionals in an uncomfortable position: risk obsolescence or adopt untested generative AI tools with no clear guidance on how to do so ethically.Above the Law, 4d ago
Something I appreciated about Unconquerable Sun that seems expanded upon here is Elliott’s accounting ability. She gives attention to the costs of military expansion, not in the monetary sense, but the spiritual and material sense. Building or maintaining an empire incurs a tax, whether it’s on individuals or a society. Logistics, mapping, strategizing, etc are all a part of the game, and not paying attention to one will bite you in the ass. Elliot goes to great lengths to point out the strengths and weaknesses of all the various political entities within the story. The Phene Empire feels more fully fleshed out, giving it both a raison d’etre, but highlighting why such a powerful and massive empire would be prone to brittleness and corruption despite its open and dynamic past. It’s one of the rare times I wish I had an author’s notes on their worldbuilding, just to see how they piece it all together. The Quill to Live, 4d ago
The program only permits warrantless searches on individuals if they are non-Americans and located outside of the United States when the communications occur. However, due to the program’s “upstream” and “downstream” data collection procedures and intelligence agencies’ loose understanding of what it means for a query to be reasonably likely to return foreign-intelligence information, the FBI gets away with this pattern and practice of noncompliance. Even worse, it enables the FBI to discretely continue Hoover and post 9/11 era practices of treating immigrants and communities of color like national security threats. AAPI advocates have attested to the chilling, xenophobic effect of this surveillance. As a result of having friends and family who are not naturalized citizens and travel outside the U.S., immigrant communities in the U.S. have long been overrepresented in Section 702 data collection, and thus are disproportionately deprived of their civil liberties.Fast Company, 4d ago

The term ‘feasible’ introduces ambiguity, offering potential leeway for the attacking party to exploit the term by justifying measures based on contextual considerations. Nevertheless, any such interpretation can be countered by reverting to the primary objective of the provision, which is ‘to spare the civilian population, civilians, and civilian objects’. The emphasis is not on the outcomes but on the processes leading to them. Even if an evacuation might imply that an impending attack would spare civilians, this does not automatically afford the attacker justification. For instance, if an attacking party benefits from engaging the adversary in places from which a large number of civilians have evacuated, it remains their responsibility to employ all available precision technology in their attacks to reduce harm to civilian structures. At this point, the attacker cannot merely strategize to conserve its resources for later stages of warfare, using ‘feasibility’ as a shield. Furthermore, particular attention should be given to specifically protected entities such as hospitals, water facilities, and cultural or religious sites, ensuring utmost caution even when attacking verified military targets.Opinio Juris, 27d ago
Indonesia has started their strategic initiatives by discussing the Draft Bill of Cyber Security Act. However, the government and the parliament have yet to agree on several contents of the bill. On the other hand, the urgency of having a strategic and comprehensive cybersecurity approach has never been as important as today. We have seen several cyber attacks on the government’s official website, raising concern about how we trust the country’s cyber safety situation. National Cyber and Cryptography Board/Badan Siber dan Sandi Negara (BSSN) recorded over 370, 022, 283 cyber attacks in 2022, which increased from 266, 741, 784 in 2021. The strategic policies on procuring a safe cyber environment must be needed to tackle any severe impacts caused by these malicious cyber penetrations, but with the absence of cyber security law as our guidance, how should we mitigate any risk associated with the cyber realm?...Modern Diplomacy, 16d ago
The benefits of spending less time together aren’t a sufficient reason to stop working at offices. There are many benefits to in-person experiences—including the opportunity to be more sensitive, and responsible ways of interacting with each other. We don’t want to create a reality where we must have obstacles to bad behavior as opposed to holding people accountable for their decisions. That would be like suggesting we never use the camera on Zoom calls because it would reduce racial bias. However, there is some evidence that remote work has helped improve the office environment—by taking away the office. The interesting question might be: Reducing the opportunity for bad behavior could create a long-term shift, even if and when opportunities arise, it may happen less often. Could this new norm change old habits? We won’t know for some time the full effects of working in a new way. It simply takes time to see the long-term impact. In the meantime, it might be a welcome, if unplanned, relief for many employees. If we actually learn and grow from this experience permanently, we could meaningfully change the workplace in ways we never anticipated.Psychology Today, 5d ago
Furthermore, the reduction in emission intensity of income in the top 10 per cent income group offers a nuanced perspective on how the CO2 footprint of this affluent segment has changed between 2008 and 2018 in relation to their income levels across different countries. With a few specific exceptions, it is evident that overall, the top-earning individuals in all countries experienced a decline in emission intensity over this time frame. However, this decline varies due to the diverse levels of technological advancement in the manufacturing process, shifts in consumption patterns, and the effectiveness of policy implementation across different countries.CEEW, 5d ago
Key milestones – yeah, I mean, it’s been, you know, I think if I look back on the last 10 years, perhaps I’m a low expectation kind of guy, being a credit person, but I did not expect as much progress towards building a more inclusive financial system, as the one that has been built by fintech over the last 10 years. I mean fintech has been, exceeded certainly, my greatest expectations about its growth and ability to reach into the lives of folks for whom the system is broken, the amount of fintechs that have been funded, that have grown, but at the same time, it’s been a really challenging period. Right? If you look at the companies in those early days, call it 2013 through 2016, the ones that went public, a lot of them have struggled. Their business models, you know, the marketplace lending business model did not advance as far as, I think many folks thought that it might, partly because in my mind of some challenges on alignment of incentives and the institutional lending market, I think that, you know, that said, the transformation of how society and commerce has become more digital, and the way that fintech is able to build responsible lending into that digital infrastructure, has been quite remarkable. And so if I think about, for example, the growth of Square, Toast, I mean, many of these types of embedded lending that has come out, which is quite different from say, the early consumer lenders in fintech, I think it’s been fairly remarkable.Zephyrnet, 17d ago
The development of the Engineered Materials Arresting System (EMAS) marks a significant breakthrough in aviation safety, offering a simple yet highly effective solution to prevent runway overruns and their potentially catastrophic consequences. EMAS, comprising lightweight but sturdy pebbles engineered to absorb the energy of an aircraft, has already proven its worth in the United States, with numerous successful cases of halting overrunning planes. The wide adoption of this technology at airports globally could usher in a new era of enhanced safety and peace of mind for passengers, demonstrating the profound impact that unassuming innovations can have on the aviation industry's future.interestingengineering.com, 29d ago

Academic progress was evident, as 36% of students demonstrated advancement of over 13 months in their reading age. This aligns with the belief that narratives have the power to shape thoughts and emotions, fostering self-driven behavioural changes.Additionally, the study revealed that two-thirds of students experienced improved wellbeing, emphasising the therapeutic effects of storytelling. The positive impact extended to the staff as well, with 37% reporting increased calmness in the classroom. This underscores the shared emotional experience created through storytelling, benefiting both students and educators.Twinkl, a key education resources provider, has played a significant role in supporting bibliotherapeutic initiatives. The end result of this thinking is that Google and Facebook need to engage in what people refer to as “surveillance capitalism,” collecting a ton of data on everyone, building a huge profile about every user, and snooping on basically everything everyone does all day. This is why people have been getting more and more annoyed about the privacy trade-offs over the past few years (though, not so annoyed that they’ve stopped using these platforms in any significant way — though, that could happen). It also has resulted in advertisers assuming that they must put the bulk of their ad dollars into those two platforms on the assumption that the money is better spent there. Indeed, the most recent IAB report on this noted that while the internet ad market continues to rise, 90% of the growth went to Facebook and Google (together the two companies represent about 58% of the total market share for online ads, but 90% of the growth in 2017).Techdirt, 4d ago
In recent years we’ve seen several third-party system OEMs enter the market developing highly modular and standardized solutions that tend to be based around robotics (as opposed to traditional conveyance), such as Exotec, AutoStore, Dexterity, and Berkshire Grey. This is shifting the buy-vs-build decision for system integrators in favor of ‘buy’ due to the rapid rate of innovation surrounding these technologies, coupled with the lack of in-house robotic expertise. Because the market is changing at such a rapid pace, incumbent system integrators don’t want to bet big on a single acquisition target or look to develop technologies in-house because end-customer preferences may have shifted by that time.Material Handling Network, 4d ago

This article proceeds as follows. First, we provide some background to normative arguments about retired officer speech. Scholars continue to debate whether retirement releases individuals from constraints on political activity.9 We review these debates as background and context for our analysis of the attitudes of retired officers toward partisan speech and activity. Second, we offer a conceptual framework that provides a template for assessing the degree to which a norm against political speech and activity by retired officers is robust, contested, or approaching “death.” This framework includes both observable behavioral indicators that this norm exists, as well as motivational elements related to officers’ attitudes about the appropriateness of that activism. We look first at what is known at present about the status of this norm, focusing on the period of the All-Volunteer Force. This section contends that, since the 1990s, there has been a steady movement away from a consolidated norm against retiree political activism — that is, whatever analysts might think about whether there should be a norm, in reality there is diminishing evidence that one exists.Texas National Security Review, 4d ago
Aside from employing a dedicated data science team, companies likely lack the information they need to make an informed choice about generative AI. The last thing they'd want is to buy whatever the shiniest new toy might be before it's properly vetted or broken in. It's also worth considering how a vendor is implementing its AI — it may be with full transparency and an eye towards growth, or it may be a quick, patchwork solution with no ability to meet the ever-changing needs of a company. Across two of the four forums on the dark web we examined, we only found 100 posts on AI. Compare that to cryptocurrency where we found 1,000 posts for the same period. We did see some cybercriminals attempting to create malware or attack tools using LLMs, but the results were rudimentary and often met with scepticism from other users. In one case, a threat actor, eager to showcase the potential of ChatGPT inadvertently revealed significant information about his real identity. We even found numerous ‘thought pieces’ about the potential negative effects of AI on society and the ethical implications of its use. In other words, at least for now, it seems that cybercriminals are having the same debates about LLMs as the rest of us”, said Christopher Budd, director, X-Ops research, Sophos.TahawulTech.com, 4d ago
The rising popularity of GLP-1 receptor agonists (GLP-1s) is a significant development in the field of diabetes and weight management. GLP-1s, such as liraglutide (Victoza) and semaglutide (Ozempic), have gained attention for their effectiveness in improving blood sugar control, promoting weight loss and potentially reducing the risk of cardiovascular events in individuals with type 2 diabetes. Advancements like this have unquestionably transformed the landscape of diabetes management, but it has not been without its financial (among other) implications. As more individuals turn to GLP-1s for effective blood sugar control, the costs associated with its use have garnered significant attention. Patients often find themselves grappling with high out-of-pocket expenses, as insurance coverage may not fully mitigate the financial burden. The medication's price tag, while reflective of its cutting-edge technology and effectiveness, is straining healthcare budgets.Benzinga, 4d ago

Who should be the communicator of information? I think increasingly we realizing that maybe actually relying on trusted community leaders could be a good way to diffuse accurate information into the population. So people might not listen to the government, but maybe they'll listen to their local rabbi or imam or a religious leader or maybe an influencer that can also go sideways when influencers are spreading conspiracy theories. But sometimes, what if Taylor Swift was announcing highly factual information to the world on a regular basis? What would the world look like with her platform? And so we're thinking of new ideas of who are good spokespeople for this issue? Is it the APA? Right? Maybe APA has a role to play. And so that's currently what we're thinking about testing also, who's the right communicator?...https://www.apa.org, 4d ago
The key of the relation of nations in Asia to each other is different; the essence is different from Europe in one respect. It is inconceivable that the European nations west of Russia would ever settle their disputes with each other by military means except in the ethnic rivalries at the fringes of Europe. It is not inconceivable that the nations of Asia at least consider the use of military means. This gets me back to where I started. It very rarely happens in history, in fact it has never happened in history, that the entire global international system was up for restructuring simultaneously. Not many generations can say that they really have such an opportunity on a global scale.Australian Financial Review, 4d ago
Deirdre introduced the audience to the term BLUF, which stands for Bottom Line Up Front. Her BLUF is: There’s a lot going on in AI in design. It’s improving outcomes. It’s improving productivity and, even though it’s early rounds, there’s a big opportunity for the workforce as well. Deirdre mentioned that two years ago at HotChips 33, Synopsys CEO Aart De Geus gave a keynote address1 about wrapping tools with an AI harness, using reinforcement learning, to help drive them. She likened this to the early days of logic synthesis where an engineer could start a run and leave for lunch and come back to better results. It was a way to reduce the “grinding” and be more productive. Likewise, setting up an AI harness allows an engineer to set up runs where the tools grind through alternatives to produce better power, performance and area (PPA). This has been expanded to verification, test and analog design migration, enabling engineers to be super productive.Semiconductor Engineering, 4d ago
Every year at DAC, you would be amazed to see what new things had appeared since the previous year. Of course, most of it was smoke and mirrors and, if anything, they were prototypes and demos that were being used to find out how interested people were, and if it was worth finishing them. A recent conversation with a colleague made me realize how much has changed. It is tough being a startup in EDA these days, and not just because of business practices. Nobody is going to develop and have commercial success with a new place-and-route or logic synthesis tool. The amount of man-hours invested in mature solutions presents a formidable barrier to any new entrant, no matter how good it may be. Perhaps a student can come up with a new algorithm and demonstrate its value, but success depends on it getting incorporated into an existing tool.Semiconductor Engineering, 4d ago
The common thread binding all these legacy and emerging applications is the dependency on high performance acoustic sensing technology such as micro- phones and accelerometers. And since nearly all emerging applications require multiple acoustic sensors like microphones (or mic arrays) to achieve the best system-level performance, a simple cost-effective interconnect technology is required to ensure that total system costs are minimised. Historically, the lack of a microphone-optimised interconnect technology has been a significant pain point for car manufacturers, as each microphone would need to be directly connected to the processing unit using expensive and heavy shielded analogue cable. These added costs - primarily in terms of actual wiring, but secondarily in terms of added weight and reduced fuel efficiency - have in many cases prevented the widespread adoption of these applications, or at least limited them to only the super-premium segments. Recent advances in both digital microphone and connectivity technologies are proving to be enablers to the swift adoption of game- changing applications in future generations of vehicle infotainment systems. A2B technology will make a difference. The Engineer, 4d ago

So, how do the dynamics of regretted actions versus inactions shift in the recovery context? It’s a funny one: Regret (anticipated or retrospective) for not having recovered is a kind of macro-frame for all the specifics that not recovering means you haven’t or won’t have done (laughed, adventured, stuffed yourself with everyone else, orgasmed, had inspired thoughts, wept without your eye on the next workout…). But not-having-recovered is also a frame for all the specific things done that will have been wrecked in quite specific ways, whether (as I explored in the previous part of this post) where it changed primarily my own experience, via lack of presence (the friend’s wedding where I couldn’t think about anything except how cold I was) or where it strongly affected someone else’s, too, perhaps through compulsion-driven unkindness (the time I ignored what my brother needed because I prioritized my sacred nighttime meal instead). These are things done or experienced, not undone and unexperienced, but their structure has the flipside built in: Here’s the thing that could have been beautiful, or just kind and ordinary, and instead it was this perverted version that hurts to remember. So they’re still things undone: things that anorexia prevented you from doing in the way you would have wanted.Psychology Today, 4d ago

...“It’s a mixed legacy in policy terms. On the one hand, Kissinger understood the vital importance of negotiating with adversaries, something that U.S. policymakers historically have often been reluctant to acknowledge, much less undertake. The result was notable achievements, above all détente with Soviet Union and the opening to China. As well, his shuttle diplomacy after the 1973 Yom-Kippur War yielded real and lasting results. On the other side of the ledger, Kissinger’s absolute emphasis on great-power politics and tendency to see smaller countries as mere pawns led him to espouse policies with often disastrous consequences. Here I would point as an example to the massive carpet-bombing campaign in Cambodia, launched in early 1969 in the forlorn hope of eradicating enemy sanctuaries and sending a message to Hanoi and Moscow of America’s unyielding resoluteness. The bombing was kept secret from the American press and public, but not from the Cambodians who were on the receiving end.”...Belfer Center for Science and International Affairs, 4d ago

The focus of Gauthier’s most prominent research was the relation between morality and rational choice, most significantly in his 1986 book Morals by Agreement. Questions about the relation between morality and self-interest, and the relation of each to rationality, have proved central to Western philosophy since its beginning. Gauthier’s work drew on developments in the theory of rational choice and game theory to provide a novel argument for both the rational basis of morality and the limits that morality so understood must, he argued, inevitably have. He introduced the concept of constrained maximization to explain how rational beings could have a fundamental motivation to refrain from maximizing in certain types of interactions, and how much rational agents would be willing to concede in reaching cooperative solutions to their common problems. Gauthier continued to refine his ideas about the relation between rationality and morality. During his post-retirement years in Toronto, he completed and published two additional books on the topic, Hobbes and Political Contractarianism and Rational Deliberation, both of which appeared in 2022, just before his ninetieth birthday.Department of Philosophy, 21d ago
Over the past two decades, the interaction between these two IP systems has continuously evolved and has been supplemented by (i) specific decisions adapting the legal framework such as the adoption of Rule 28(2) by the European Patent Office or the introduction of the limited breeder’s exemption in patent laws through Article 27(c) of the Unified Patent Court Agreement; (ii) PINTO, an industry-led database for creating transparency with regard to patented traits in marketed plant varieties; (iii) and company-led initiatives such as the International Licensing Platform Vegetable, or the recently established Agricultural Crop Licensing Platform aimed at making patented traits broadly accessible. All these developments have in common that they contribute to balancing broad access to genetic variability on the one hand and return on investment on the other hand with the wish to speed up the deployment of scientific and technical progress across the sector and entire agri-food chain. This also includes the objective to maintain fair competition and freedom of choice for both breeders and farmers.Seed World Europe, 28d ago
Last week’s Office for National Statistics figures, revising the net number of people coming to Britain in 2022 up to 745,000, were always going to induce apoplexy in the Conservative party, followed by the usual rhetoric about cutting the numbers in some draconian manner. But this time, Labour has met them halfway. The relatively new shadow chief secretary to the Treasury, Darren Jones, suggested last weekend that Labour “probably would hope” to get immigration down in its first term, and when pressed on what would be a reasonable level, talked of “normal levels” being about a “couple of hundred thousand a year”. It wasn’t exactly an iron-clad commitment, but it’s nonetheless depressing to hear Labour falling back on the kind of promises that have been backfiring on the Tories ever since David Cameron vowed to reduce immigration to “tens of thousands”. It’s true that luck may be on Labour’s side, here: if the 2022 figures turn out to be a one-off, reflecting a labour market catching up with itself after a freeze on hiring and travelling during the pandemic, Labour could see immigration falling naturally on its watch anyway. But it’s nonetheless a wasted opportunity to level with the public about the real choices confronting a small country with an ageing population and a stagnant economy.the Guardian, 6d ago
Chief Diversity Officers (CDOs) and other diversity leaders, this virtual event is for you. You probably are well aware that you have your work cut out for you these days. While organizations and their HR functions have been focusing greater attention on issues related to diversity, equity, inclusion, and belonging (DEIB), there haven’t been huge strides in these areas. In fact, HR.com’s own research indicates that a mere 15% of HR professionals deem their organizations as advanced or expert in these areas. Especially in the face of political resistance to these issues in the form of “anti-woke” movements, how do we create real change when it often requires a paradigm shift in how businesses are run amidst deep cultural change? This event will address the concerns of Chief Diversity Officers and other DEIB leaders. Participants will discuss:...hr.com, 12d ago
Disability representation in entertainment media has been a topic of interest to critical disability and media scholars for many years. In this talk, Dr Bramwell-Dicks will explore how disabled people have been represented on screen in the past, together with current thinking on the topic. The majority of scholarship in this area has focused on film and television media, but as entertainment media moves into interactive and immersive formats, Dr Bramwell-Dicks argues that the potential impact of poor representation in these newer formats is great due to the agency the audience have on their own experience together with their own control over their interpretation of the story. In this talk, she will discuss various examples of well-meaning but potentially problematic representations of disabled people in these new formats. She will also talk about her current research which is aiming to understand how representation within new interactive, immersive media formats differs to the traditional screen-based media. And, most importantly, how disabled people can be more appropriately represented across all media in the future.University of York, 6d ago
Some special circumstances may have been at play, but what worked for Beshear has worked for other governors who are a seeming mismatch politically with their states. Some of the most popular governors in the country in recent years have been Northeastern Republicans presiding over otherwise blue or purple states, including Phil Scott of Vermont and Chris Sununu of New Hampshire, as well as former governors such as Charlie Baker of Massachusetts. Voters sometimes like a governor who can act as a brake on the legislature – and vice versa. “They differentiate themselves from national Democrats,” says Michael Smith, a political scientist at Emporia State University, referring to Laura Kelly and recent Kansas Democratic governors. “You won’t hear a word about Hakeem Jeffries or President Biden.”It's not just about posing as moderate – it helps actually to be a moderate. Kelly doesn’t always get along with the GOP legislative majorities, but she breaks from her own party occasionally on environmental or immigration-related issues. Such governors need to establish their own brands, says Democratic strategist Jared Leopold. In that regard, he suggests, it hasn’t hurt Beshear or Sununu that their fathers also served before them as governors. But being governor is a prominent enough job that it’s still possible to establish an identity that’s distinct from the national party in ways that have become nearly impossible at the legislative or congressional level. Actually running a state – including responding to disasters – allows governors like Beshear the chance to demonstrate to residents that they have their best interests at heart, even if they fly a different party’s colors.Governing, 24d ago

It’s easy to see the future of AI through a dystopic lens. But with huge advances happening in AI, we are hurtling towards a reality where advertising need no longer be such a blunt tool based on audience assumptions, but instead a better optimised system that can not only understand, but also pre-empt the needs, wants, and desires of people. Businesses who capitalise on this opportunity whilst interrogating it’s limitations will undoubtedly reap rewards. But this will also cause huge ethical dilemmas for businesses as they tackle bias, misinformation, copyright, and privacy issues. In 2024, businesses must look at their own internal policies and ways of working around AI – they must set internal rules and responsibilities for AI use, perhaps establishing a dedicated AI ethics team, define the role of AI within the business, educate employees and partners, and maintain transparency wherever possible.advertisingweek.com, 4d ago
...“That is a really big part of this project, bringing that story back to the community . . . and making it available for people that are there now to see and become aware of what was going on,” Shaughnessy says. “But the place and importance of these textiles in the actual history of Inuit art has never really been recognized. So this exhibition is attempting to shine a light on this amazing work and hoping that more visibility and awareness of them will change that and make people more aware.”...calgaryherald, 4d ago
...''We found that the protective effect of our strategies is small and disappears after the second exposure to disinformation. Climate disinformation used in this study has a negative influence on people's belief in climate change and their sustainable behaviour'', says Tobias Brosch, Associate Professor in the CDSB Lab at the Faculty of Psychology and Educational Sciences and at the Swiss Center for Affective Sciences in the UNIGE, and final author of the study. ''Disinformation is therefore extremely persuasive, seemingly more so than scientific information. Only the 'accuracy' group, who were asked to think in depth about the accuracy of the information they encountered online, showed a slight advantage''.ScienceDaily, 4d ago
But during periods of unified government, presidents are more likely to issue important directives as executive orders and proclamations, which are going to be exactly the kind of directives that will get more scrutiny and public attention. The second finding that we show is that when you take stock of the diversity of tools through which presidents create unilateral policies, our findings differ a bit from the existing literature. And so a second ago I just characterized a bunch of mixed findings in previous scholarship around this question. Most of that scholarship has focus exclusively on executive orders, again because they’re the highest profile instance of presidential unilateralism. But they haven’t taken stock of the wide range of ways that I just noted a moment ago that presidents can create unilateral policy. So when we do that, we find that congressional opposition is not quite the constraint on presidential unilateralism that we thought it might be.Niskanen Center - Improving Policy, Advancing Moderation, 4d ago
When we are making decisions as physicians, it is unclear whether the data that was largely derived from a male patient population can apply to women. This impacts the treatment that we are prescribing and discussing, day in and day out. There’s been a giant push by many women’s health organizations for a long time to have increased funding and awareness about the need for more research in women’s health, especially in the last couple of years. I think this really represents the logical next step.North Carolina Health News, 4d ago
Get consent. Never enter personal identifiable information. Know the latest terms and conditions of software tools. Get consent. Train staff and students. Get consent. And just in case it wasn't clear: Get consent.Education lawyer Gretchen Shipley had more ground to cover and questions to answer than she had time for on Tuesday, giving a 50-minute talk on the legal implications of generative AI (GenAI) for education to a room full of school technologists at the annual California IT in Education Conference in Sacramento. But for all the looming questions in these unregulated Wild West days of GenAI, she did not think it was too soon to say safety reviews of school technology tools, regular vetting of terms and conditions, and certainly student and parent consent agreements are essential places to start. To illustrate legal problems posed by emerging AI tools, Shipley took an example from her own professional experience: note-taking apps.GovTech, 5d ago

Kara: Cultivate a “white hat” mindset of study it, break it, fix it. I’ve found this mindset very helpful in raising the bar on our product and platform security at F5. It also applies well to a broad range of challenges outside of cybersecurity as a general approach to problem solving. Specifically with regard to the “drop to the top,” I’ve found that studying to gain a deep understanding of the dynamics at play throughout a woman’s career that result in that drop has helped me to navigate my own career with awareness and intention. That awareness and intention has empowered me to break through several of the barriers women face in their career progression. And I aspire to fix as many of the “broken rungs” as possible in the ladder to the top for other women.F5, 7d ago
As industries experience a wave of potential AI implementations, there’s increased attention on what this means for employees. It’s a delicate balance between broader workplace goals and the needs, desires, and wants of those who make up an organization, shape its culture, and ultimately impact customer expectations and experiences. Dale Carnegie’s “Beyond Technology” study found that three-quarters of employees believed that soft skills were an important factor in remaining relevant in the age of AI. In addition, while leaders at the vice president level and above viewed communication, critical thinking, leadership and teamwork as the most important soft skills for partnering with AI, only a fraction of respondents reported they received training in those areas within the last three years.Training Industry, 7d ago
Not too long ago, the concept of Artificial Intelligence (AI) resided primarily within the realm of academics and the fantastical landscapes of science fiction movies, often linked to the idea of humanoid robots. In recent years, the advancement in computing power and speed has catalyzed an unprecedented surge in AI development, making it part of our daily lives. But it doesn’t stop here. With the advent of innovative technologies such as text-to-image models like Dall-E and chatbot-type models like ChatGPT, AI is now part of our everyday jargon. Indeed, these breakthroughs have democratized AI, allowing even those with basic computer knowledge to harness its power. It’s no wonder that AI has become a topic on everyone’s lips.aihub.org, 26d ago
