COVID-19 drove many cities throughout the nation to dramatically increase the number of online services available to residents. Los Angeles is one such city.“The COVID-19 pandemic forever obstructed our world,” explained Ted Ross, CIO and general manager of the city of Los Angeles Information Technology Agency. “As a result, L.A. made it a point to be contactless and people-centered. Why should someone have to come in contact with another person to get something done? … Why can’t it be online?”“Contactless government is extremely impactful,” Ross added.To offer more online services, the city first inventoried all of its software to determine what makes each piece modern or legacy. IT employees then identified available platforms, best practices and lessons learned to develop recommendations to modernize all apps across every city department. All told, more than 130 apps have been modernized.“We wanted to take advantage of the horrible situation that COVID-19 was to be a better government and a better digital government,” Ross said. “It allowed us to recover to a new better, not just a new normal.”Ross also cites the city’s efforts to strengthen its IT workforce as one of its most critical IT achievements in the past year. We have a relatively small head office, with around 60-70 people, where we also want to build on our unique culture, to create a very high-performing team in our head office, too. If team members are the first part, the second part of our plan is to continue to create incredible careers for people. I’m an example of someone who has grown through the organisation and there are many more within the Pizza Hut team that have achieved great things in their careers. We are working on career planning, upskilling, training people and giving opportunities. I mentioned Heartstyles earlier and that runs right the way through. Then it’s about really working with our franchise partners to help them build their capability. That comes through helping them with organisational design, with capability and supporting them with tools, processes and systems. Ultimately, we need all parts of that equation to be firing on all cylinders to deliver that brand growth. I must mention too about our commitment to showing up in the wider community, as well, as that is an increasingly important area of engagement. Some digital rights groups fear that the order could result in little oversight.“Biden has given the power to his agencies to now actually do something on AI,” Caitlin Seeley George, managing director at Fight for the Future, a nonprofit group that advocates for digital rights, said in an email. “In the best case scenario, agencies take all the potential actions that could stem from the executive order, and use all their resources to implement positive change for the benefit of everyday people.”“But there’s also the possibility that agencies do the bare minimum, a choice that would render this executive order toothless and waste another year of our lives while vulnerable people continue to lose housing and job opportunities, experience increased surveillance at school and in public, and be unjustly targeted by law enforcement, all due to biased and discriminatory AI,” she said.NIST is likely to play a pivotal role in creating new safety standards on AI.Vice President Kamala Harris announced at the Global Summit for AI Safety in the U.K. last week that under Biden’s order NIST will establish an AI Safety Institute, which she said “will create rigorous standards to test the safety of AI models for public use.” But a study of NIST’s physical and financial needs mandated by Congress and completed by the National Academies of Sciences, Engineering, and Medicine in February found serious deficiencies at the agency.“A substantial number of facilities, in particular the general purpose laboratories, have functional deficiencies in meeting their environmental requirements for temperature and humidity, and of electrical systems for stability, interruptibility, and for life safety,” the report said about NIST’s facilities. “Most of the older laboratories that have not been renovated fail to provide the functionality needed by world-class scientists on vital assignments of national consequence.”As a result, the National Academies report said, “these deficient functionalities of NIST’s facilities constitute a major threat to its mission performance and thereby, to our nation’s economy, national security, and quality of life.”Congress appropriated $1.65 billion for NIST in fiscal 2023. After taking a job at Sterling Regional MedCenter as an inventory associate to make sure that healthcare was right for her, she fell in love almost immediately and went to work earning her CNA degree."Being from out of state it's been very difficult for me," Garcia said, explaining that the cost for her to attend Northeastern is much higher than a student who has lived here all of their life. "I wasn't sure I would be able to afford it and then came the RISE grant. "The beauty of NJC is they have been able to flex some schedules and be able to accommodate those who may need to be working full-time while they are looking to grow their career options."NJC's program is especially critical given the shortage of healthcare workers. He also shared that students need help with basic skills such as showing up on time and learning how to take instruction.Ongart suggested there needs to be a regional entity in place to help students and businesses navigate this, so it doesn't all fall on the district or the business, and Stumpf mentioned his district teaches a class an hour a day with all of those skills and they also provide businesses with funding to help offset the costs of doing an internship.State Sen. Byron Pelton asked why the state is reinventing the wheels with apprenticeships, instead of learning from what's in place now. He said his frustration with recent legislation regarding apprenticeships is "you're going to have a lot of outside forces that are going to try to do their best to send it one way or the other when we need to just worry about the entire workforce, not just a little part of it; we need to worry about the entire workforce." The report found a significant gap in what HR leaders believe about diversity, equity and inclusion, and what employees are experiencing. 92 per cent of leaders say their organisation is set up for diverse hiring, with a further 85 per cent agreeing that people from varied backgrounds have equitable opportunities to advance their careers. Despite this assurance from leaders, the report findings have identified considerable room to improve employee confidence in three key areas: - Equity in compensation and transparency: 49 per cent of employees agree there are significant differences in pay for employees with the same job title, and 51 per cent have been put off by roles lacking pay information. With 40 per cent of employees admitting to openly discussing pay levels with colleagues, Australians are valuing pay transparency now more than ever. - Equity in job opportunities: 37 per cent of respondents say they have been discriminated against during a hiring process and of these - 44 per cent put it down to age, and 36 per cent to gender. - Equity in experience and education: 47 per cent have been dissuaded from applying for a role following an employer’s request for a certain number of years experience. A further 37 per cent have been discouraged from applying for a role by the requirement for a specific educational level. “There is no quick fix for workplace equity. Instead, dedication, skill and long-term commitment are required from leadership teams to drive change in all areas of the business - starting with hiring,” said Tariq Shabhan, senior assessments consultant at HireVue. “Talent decision makers are the gatekeepers of opportunity, and by adopting practices that are grounded in evidence, these leaders have a chance to truly diversify their workforce. In deciding the courses that we offer to high-school students and in determining the most effective ways for the students to struggle productively with the material, we cannot ignore the fact that high-performing schools are steered by the expectations of selective colleges. These universities want to see their engineering majors take AP Physics, for instance. So at BLS we offer both AP Physics courses, the one in mechanics and the one in electricity and magnetism. We encourage our students interested in engineering to select one or both of them in junior or senior year, sometimes at the sacrifice of an elective they might prefer. Large universities regularly subject their freshmen to impersonal lectures in large halls, with their entire grade depending on a couple of high-stakes exams, so we recognize that there’s a place for students needing to practice taking in large amounts of information verbally and visually. Students learn to break that information down into outlines that they can study from later. We also run a week of final exams at the end of each school year so that students become accustomed to preparing for cumulative timed exams. Admissions officers strain to find ways to sort through students with similar GPAs, poring over evidence of leadership in their extracurricular activities as one potentially distinctive characteristic. I will add, though, that workers need to be aware, see leadership interest, and have access to the capabilities. We still see the gap widening between the larger companies that have the resources and those that don’t, and we still don’t see that manufacturing is viewed as a particularly high-tech profession from a future workforce standpoint. I did want to mention there can be workforce concerns with privacy and personal intrusion if AI is used to monitor individuals. I really like this new term of “co-piloting” that has emerged. For many EMS agencies across rural Colorado and other Western states, the advanced care provided in Gunnison and Crested Butte is not currently possible.Affluent taxpayers support Crested Butte’s ambulance service, while the local hospital and private donations subsidize Gunnison’s paramedics.Earlier this year, Malcolm secured a major funding increase for his department after appealing to the Centers for Medicare and Medicaid Services, based on a provision in the agency’s rules. As the only ground ambulance service in the area that transfers patients to other hospitals, his agency is entitled to an additional $500,000 to $1 million each year from the federal government — a significant proportion of Gunnison paramedics’ $3.5 million annual budget. The additional money will bring the service closer to breaking even, Malcolm said.Malcolm said it’s the kind of money that can make or break an organization, especially as many EMS agencies nationwide grapple with scarce funding and staffing. Rural services tend to have so few calls, they cannot bring in enough revenue to attract paramedics and advanced emergency medical technicians.The problem has grown so dire that in 2022 Colorado lawmakers created a task force to study ways to preserve and expand access to emergency care across the state, especially in areas that are far from high-level trauma centers.Donnie Woodyard, former branch chief for emergency medical and trauma services for the state of Colorado and executive director of the EMS Compact, said EMS agencies in remote regions of Maine, Pennsylvania and other parts of the East Coast face similar challenges.In most states, including Texas and Colorado, EMS is not classified as an essential service like police or fire departments, so municipalities are not required to provide access to emergency services.Federal and insurance reimbursements for EMS do not fully cover the cost of having staff and ambulances available at a moment’s notice or stocking supplies — especially expensive ones like blood, experts say.James Robinson, who spent more than two decades working in EMS in Denver, said he didn’t fully appreciate the challenges of providing emergency care outside of big cities until he moved to Loveland in northern Colorado, where he interacted with the volunteer-based services that operate in nearby rural areas.He saw volunteer agencies struggle to recruit people for the stressful, often thankless job of responding to local 911 calls. Those who signed up usually lacked proper training and resources.“They’re very dedicated to the people that they’re serving (but) are limping it by on sweat and Band-Aids and baling wire and duct tape to keep the service in place,” said Robinson, now the chief of Thompson Valley EMS.That’s the experience of Jeff Schanhals, who volunteers as a paramedic for ambulance services in Haxtun and Yuma, rural towns in the northeast corner of Colorado that have a few hundred EMS calls each year. One of the services has paid staff to ensure 24/7 coverage. The other relies on the availability of a few volunteers who have other jobs.On any given day they are stretched so thin, they risk having a call go unanswered.Volunteers like Schanhals, who has been a paramedic for more than 30 years, are starting to age out of EMS work. In December, one of his friends was running calls until a few days before he died.Schanhals knows the paramedics and emergency medical technicians who are graduating now aren’t interested in moving to his area, and even if they were, they would balk at the low salaries and skyrocketing housing costs.If state and federal officials want a stronger EMS infrastructure, the money has to come from somewhere, Schanhals said.In the meantime, Schanhals will continue to do what he’s always done: monitor his radio and, when a major trauma call comes in, keep his fingers crossed.It’s a sentiment that paramedics across the state can relate to, considering the challenges inherent in their jobs.When the man was trapped in the ravine near Grand Junction, one of the first responders was Ben Linzey, a registered nurse and a critical care paramedic with the Lower Valley Fire District. He was certified to rappel down to the patient and give him blood, something he appreciated, considering how long it took to extricate the victim. A tight labor market encourages businesses to give these people a chance when they might previously have been overlooked. The same might be true of workers with disabilities, or those who have experienced other life challenges interfering with their ability to get hired.A labor shortage also gives more leverage to employees to demand better pay and working conditions. Companies have been trying to get workers to come back to the office, for example, but thus far many of them have been able to stave that off, keeping to a hybrid schedule of only a few days per week in the office. There have been viral videos of Gen Z workers talking about how much they hate their 9-to-5 job because it doesn’t leave them free time. Young workers today put a huge value on schedule flexibility. Some manufacturing firms appear to be struggling to hire people because younger employees prefer to drive for Uber or take other gig-economy jobs that give them control over their schedule. Employers may have no choice but to play ball with these kinds of employee demands in the future, or find themselves struggling to attract the talent they need.The ability of corporations to dictate terms of development incentives to states and localities may also decline. I don’t expect these incentives to go away anytime soon. But the ability of corporations to threaten a move out of state over social policy legislation will be reduced. Companies will have to go where the labor force is. If a state has workers available, firms will need to take advantage of that. Wang: In the past few years, we’ve seen a number of organizations who have pledged both to invest in DEI and to also prioritize employee health. But I’ve seen very few address the two as interconnected, and they’re very much related. I think there’s a case for synchronizing those efforts. Right now, what we’re seeing is a lot of organizations putting them into two different silos, but we know from the research that experiencing workplace discrimination is directly associated with mental and physical health. Those who experience discrimination are more likely to have depression, anxiety, post-traumatic stress, and disruptive changes in blood pressure and sleep. We also know that discrimination contributes to job-related stress and burnout, including intent to quit. So, if we’re thinking about recruitment and retention and the overall health of an organization, creating inclusive and equitable work environments can actually facilitate success in those outcomes, as well. Generative AI can offer useful tools across the recruiting process, as long as organizations are careful to make sure bias hasn’t been baked into the technology they’re using. For instance, there are models that screen candidates for certain qualifications at the beginning of the hiring process. As well-intentioned as these models might be, they can discriminate against candidates from minoritized groups if the underlying data the models have been trained on isn’t representative enough. As concern about bias in AI gains wider attention, new platforms are being designed specifically to be more inclusive. Chandra Montgomery, my Lindauer colleague and a leader in advancing equity in talent management, advises clients on tools and resources that can help mitigate bias in technology. One example is Latimer, a large language model trained on data reflective of the experiences of people of color. It’s important to note that, in May, the Equal Employment Opportunity Commission declared that employers can be held liable if their use of AI results in the violation of non-discrimination laws – such as Title VII of the 1964 Civil Rights Act. When considering AI vendors for parts of their recruiting or hiring process, organizations must look carefully at every aspect of the design of the technology. For example, ask for information about where the vendor sourced the data to build and train the program and who beta tested the tool’s performance. Levine Cava called for the audit in August after the discovery that Commissioner Roberto Gonzalez had been overpaid about $34,000 through a payroll mistake that went unnoticed for eight months until the Miami Herald asked about it.That inquiry prompted county staff to realize five other commissioners had been under-paid about $8,000 over five months, too. Gonzalez paid back the money, saying he hadn’t notice a paycheck error that started almost immediately after he was appointed to the District 11 seat in late 2022.Gonzalez asked for an independent audit after the mistake was revealed, and Juan Fernandez-Barquin, Miami-Dade’s clerk of the court, said he would hire an outside firm to conduct one. The high-profile paycheck mistakes highlighted broader frustration with INFORMS, including regular over-payments that administrators blamed on the transition to a new system.The Nov. 9 audit report was released this week by Levine Cava’s office after a Nov. 14 request by the Herald. Among its findings:▪ There are 95 employees with the INFORMS access needed to adjust employee paychecks, but the system doesn’t track which of them made changes. That makes it difficult to trace why errors were made.▪ Spotty use of required authorization forms allow some paycheck changes to happen without proper approvals. Auditors pointed to one procurement employee given a $15,196 one-time compensation boost for tuition reimbursement “with no supporting documentation.” The report said Human Resources obtained the required documentation after auditors asked for it, and then discovered a mathematical error on the reimbursement.▪ In September, more than 4,000 of the county’s roughly 30,000 employees owed Miami-Dade money from $4.5 million in over-payments on past checks. The outstanding amount on Sept. 3 was $3.2 million, after $1.3 million in repayments.▪ The report doesn’t identify causes of all the over-payments but said a prior analysis and recent spot check found most were related to employees making adjustments to the prior pay period. That can happen when an employee ends up working different hours than they estimated when filing a timecard before a pay period ends.▪ Union rules cap repayments at $50 a pay period, meaning it will take years for Miami-Dade to recoup some over-payments.▪ The report cites one Transportation and Public Works employee who retroactively canceled six months of paid vacation time taken years earlier. The worker then owed the county $26,000 in back vacation pay, to be refunded at $50 every 14 days. Auditors noted the repayment will take 521 paychecks, “or the equivalent of 20 years to collect.” A Police Department employee owes nearly $39,000, which auditors said will take approximately 30 years to repay.▪ Roughly 270 employees owing about $165,000 no longer work for Miami-Dade but the county wasn’t pursuing the debts when auditors inquired. “We did not see evidence of HR or the Finance Department actively recovering these balances,” the report said.▪ Human Resources struggled to analyze some compensation data from INFORMS “because the payroll register report is only available as a PDF document, which makes it difficult to ... perform comparative tests over multiple payroll cycles.”▪ Miami-Dade hasn’t been updating some parts of the INFORMS system. Most innovations target the consumption economy – a seemingly safe place to invest as here, the market is already created, and people and organisations are already consumers. The types of innovations that target the consumption economy are called sustaining innovations. They make good products better. But before organisations can invest in sustaining innovations, they must first create the market. This is where market-creating innovations play a significant role. Market-creating innovations transform complicated and expensive products into simple and affordable ones, making them accessible to a whole new set of people called nonconsumers. The creation of a market is rarely foreseen but, like all good ideas, it is taken for granted after it appears, and, when fully formed, seems impossible to live without. For example, today, imagining an Africa where the average person does not have access to a mobile phone is difficult. The creation of this market may seem like a fluke, but thankfully there is a predictable, albeit difficult, path to market creation and thus, to ample job creation and prosperity.First, in the process of market creation, a discovery must occur. Discoveries happen through experimentation, failure, learning, and ultimately – with enough perseverance – success. Most new discoveries are built on prior advances in human knowledge and understanding of how the world works. Discoveries can be an invention or technology, a new business model, a new process, or a new product. Discoveries typically take access to a product or service from zero to one, or a few. They make a product or service available to few people who have access to money, skill, or the discoverer. Those with access to discoveries are typically the wealthiest and most connected in society.For example, in the 1990s, there were fewer than ten million mobile phones in Africa and only the wealthy had access.But a discovery by itself isn’t enough to change the world. At best, it benefits a few people close enough to the discovery or those wealthy and networked enough to access the discovery. We remember discoveries because they – after the process of market creation occurs – create a paradigm shift in how many people ultimately experience the world. But that’s only possible because of the second phase of market creation.Second, a distribution mechanism must be developed to enable widespread adoption of a discovery. Distribution takes access from one to many. The following activities typically occur in the distribution phase of market creation: mass production, mass marketing, management, mass financing or credit availability, mass distribution and logistics, mass consumption, and mass regulations. It is in the distribution phase that standardisation occurs. For this phase to be successful, the aforementioned activities must happen concurrently – or at least before funding runs out. As a result, many discoveries never get to the masses. This is the fundamental problem with innovation activities in many poor countries. In the 2000’s the rapid development of the mobile telecommunications sector across Africa began to occur. In two short decades, access has jumped from barely nothing to almost one billion subscriptions. For that to occur, entrepreneurs such as Mo Ibrahim and Strive Masiyiwa and companies such as MTN and Safaricom had to invest in the distribution phase of market creation.In Nigeria alone, investors have poured in more than $75 billion to build out the distribution component – mass production, marketing, advertising, financing, training, consumption, regulation, maintenance, etc. – of this market. This level of investment in distribution, over time, is what creates the infrastructure of society. The third phase of market creation is democratisation.Democratisation happens when an innovation is deemed too important or critical that everyone should have access to it. Democratisation efforts are typically heralded and led by governments, international organisations, and nonprofits. In democratisation, the hope is to take access from many to all. Many poor regions in the world, unfortunately, find themselves in the midst of many democratisation efforts – universal healthcare, universal education, financial services for all, rural electrification initiatives, and so on. Yet, as important as democratisation is, it is impossible to achieve if the first two phases do not occur.Distribution, it turns out, is the unsung hero of market creation. It is what makes discovery profitable and democratisation possible. Although everyone celebrates discovery, and we all stand behind democratisation initiatives as we seek to live in a more just and equitable world, without distribution, discoveries languish, and democratisation programmes never succeed. We examined whether sexualizing a businesswoman impacts attitudes toward subsequently evaluated, nonsexualized females applying for a corporate managerial position. Research shows that sexualized women are perceived as less warm and competent (i.e., objectified). Integrating this work with research on social cognition, we hypothesized that the negative effect of sexualization “spills over” onto other nonsexualized women, reducing their hireability. Across two experiments, initially sexualized women were perceived as less warm and competent, as were subsequently evaluated nonsexualized female job candidates. In turn, these negative perceptions reduced the applicants' probability of being hired. Sexualization of women also increased intentions to hire a subsequently evaluated male candidate. The results were robust when we controlled for evaluators' gender and age. Our findings demonstrate that female job applicants can experience detrimental effects from sexually based objectification, even when they are not the individuals initially sexualized. PennWharton: “Earlier this year, the employment rate of prime working age women reached an all-time high, passing 75 percent for the first time in U.S. history. Defying widespread expectations that the COVID-19 pandemic would disproportionately harm the economic prospects of women, they have recovered faster than men and played a dominant role in the overall labor market recovery. In a forthcoming working paper, we review the evolution of prime age women’s employment over the last few decades and explain its recent rise. This brief summarizes and previews some of the findings from that ongoing work. We show that the current employment highs are a product of two long-term trends that predate the pandemic: 1) the rising share of women who are college graduates, and 2) a shrinking child penalty for college-educated mothers, who are increasingly likely to remain in the workforce after having a child. Despite the severe disruptions to labor markets, schooling, and childcare caused by the pandemic, these trends continued and even accelerated after 2020. In a Sunday evening internal video conference intended to give educators an overview of the agreement, bargaining team members said that Lancaster had stepped back for “personal reasons” and was “with us in spirit.”The following day, the union’s bargaining team hosted a five hour webinar for members at which they answered more than 600 questions about the tentative agreement, a recording of which was shared with The Oregonian/OregonLive.At the very end, in response to questions about Lancaster’s resignation, Bonilla said, “You need to talk to Steve. We don’t speak for him…. There was a question about, ‘Now that Steve’s gone if we don’t ratify the contract, who’s going to fight for us?’ And I want to make sure that we don’t dismiss the work done by all the women and femmes in the space, who have been fighting for you guys. This has never been something that one person does.”Lancaster is not the only teacher who has raised questions about the strike’s outcome. Bill Wilson, a chemistry teacher at Grant High School who chaired the union’s bargaining team in 2014 and served as a committee member for a decade, wrote on an internal PAT discussion site that the tentative agreement was “a result of a failure of PAT leadership…The revelation last week that 13 percent was the best we could get was nothing short of stunning. It points to a failure of PAT leadership to accurately know district finances. To simply state that the money was there well into the strike without having done the work is a purposeful gaslighting of members.”Screenshots of his comments were shared with The Oregonian/OregonLive. Wilson did not immediately respond to an email seeking further comment.Despite their misgiving, both Lancaster and Wilson publicly urged their colleagues to ratify the tentative agreement, saying that rejecting it wouldn’t lead to better outcomes.At Monday night’s webinar, most teachers heaped praise on Bonilla and the rest of the bargaining team, celebrating them for their persistence during the negotiations including several marathon, 24-hour bargaining sessions.Others acknowledged that the agreement fell short of what the union had hoped to achieve, particularly around reducing class sizes and increasing mental and behavioral health supports for students.Bonilla told members that the school board — particularly Chair Gary Hollands, Vice Chair Herman Greene and member Julia Brim-Edwards, who came to the bargaining table after the union requested board presence during the first week of the strike — regularly blocked the union from reaching its goals.“At this point, I think it is safe to say that the entire board needs to be held accountable,” Bonilla told her members. “This was a traumatic experience for our bargaining team, and it was because of those board members who were not doing what they were elected to do, which is be the accountability check on this district and each other.”Reached Tuesday, Brim-Edwards and Hollands both said they’d tried numerous different strategies to be responsive to the union’s requests.“We were trying to figure out what were their priorities within our fixed budget,” Brim-Edwards said.Hollands said that before the strike, board members were ready to authorize a cost of living adjustment of 6 percent for the first year and 4 percent for each additional year, in exchange for the union agreeing not to walk out. That is very close to where the two sides ultimately ended up. He floated that possibility to Bonilla but it was ultimately rejected, he said.In the three weeks of negotiations that followed, Hollands said, district bargaining team members tried to address the union’s concerns with a variety of strategies, including starting all new teachers at a higher salary and offering to reduce teacher-student ratios by one at all high-needs schools and all schools where any classroom topped 30 students.Those ideas eventually went by the wayside in favor of putting available funding toward a larger cost-of-living raises, he said.The union has emphasized that its negotiators were able to make inroads on key elements of their proposals, including earmarking new funding for weatherizing classrooms and creating new language on sanitary conditions in classrooms that will elevate teachers’ concerns.Union leaders also pointed to time set aside for grading papers and planning lessons, which was increased to 410 minutes per week for both middle and elementary school educators, a breakthrough that came on Nov. 9, after five missed school days for students. That was accomplished by shifting schedules at some middle schools to allow for more enrichment classes and by drastically cutting back the number of staff meetings, a loss for principals and other building administrators.“I value the time to meet with my staff,” said Andrea Porter-Lopez, the principal of Woodlawn Elementary School in Northeast Portland. “There are so many things that need dialogue. All in an e-mail, it becomes a ‘talk-at.’ You don’t get the same feedback and response.”In conversation with members, Bonilla and others have stressed that they see this contract laying the groundwork for future ones, particularly on class size caps, a longtime legislative goal of the Oregon Education Association. The new contract includes language setting up schoolwide “class size committees” that will include parents, which she said would help hold the district accountable and create more transparency around full-to-overflowing classrooms.“Everyone is watching — they now know,” Bonilla said. “Folks are going to be held accountable by not just us, but also parents. So that is another piece that is going to increase the pressure. It is not going to be immediate and that is the frustrating part. But it is the start and it is going to put more eyes on the problem”Low-level discomfort over some of the union’s methods had been percolating among some members even before the tentative agreement was signed on Sunday afternoon. Several hundred educators on Nov. 21 signed a letter to Bonilla and Vice President Jacque Dixon expressing their discomfort with a flier circulated among the membership during a sit-in on the Burnside Bridge that encouraged “cook-outs and camp-outs” at the homes of the seven members of the school board. The flier, which did not have the PAT logo on it, included the board members’ personal phone numbers and addresses.“This targeted action could be perceived, by the targets and by the community at large, as threatening, harming or bullying,” the letter read. “This type of escalation tactic may be something you and some members of PAT believe in, but it marginalizes everyone else…We therefore cannot participate in or condone bullying, even in the name of securing a good contract.”Later on, after Hollands’ car and a home owned by Brim-Edwards were tagged with the words “Shame” — acts that have not been connected to any PAT members — the union issued a statement condemning vandalism.Since the announcement of the tentative agreement, educators have voiced particular concern around the plans to make up for the instructional hours lost during the strike, which include holding classes during what was supposed to be the first week of winter break.Bonilla acknowledged those concerns during the Monday question-and-answer meeting, but said school board members had been hell-bent on making up instructional time with full days, as opposed to adding minutes to the school day and made that a condition of settlement. She reminded members that they are able to take personal time, sick time or unpaid leave during the winter break days and do not have to justify those requests to administrators.“Use your time. A good number of the wealthy right now have decided that it’s time to stop giving to elite universities who cheer on pro-Hamas activism and justify atrocities. Then there are other wealthy men like Mr. Andreessen who just like tackling problems no one else seems able to solve. Why not use some of that wealth and genius for innovation to help move the underclass into the middle class? If the one-percenters could use their resources to incentivize even a few million underemployed or unproductively employed Americans to train for useful, skilled occupations, it could make an enormous difference to the country’s social cohesion and prosperity. Electricians, carpenters, plumbers, car mechanics, and others who work with their hands also, among other things, make pretty sensible citizens. We must do more to address the barriers that prevent individuals from embarking on or completing a STEM education that prepares them for the workforce. Two generations ago, public school teachers, healthcare workers, skilled craft workers and others with median-level incomes could meet all of these qualifications, for the purchasing power of their earnings was extremely high compared to now. A median wage bought a lot of shelter, vehicle, healthcare, college education, etc.According to the US Census Bureau, Real median household income was $74,580 in 2022. (Source: Income in the United States: 2022) This is the "middle income" that presumably qualifies as "middle class," but it would take extreme frugality and sacrifices to stretch $75,000 to cover the qualifications listed above, even in low-cost regions.As a general guideline, $75,000 would only stretch to meet these qualifications if 1) the family home was owned free and clear, i.e. no mortgage, either via inheritance or extreme efforts such as building your own home with cash savings, 2) no student loan debt, either by gaining desirable skills outside college or completing college on scholarships, with family financial aid, etc., and no vehicle loan, i.e. a reliable used car/truck that is owned free and clear.These may strike younger readers as impossible fantasies, but as I've often noted here, forty years ago I worked my way through a four-year university program with part-time jobs and built a house from scratch with only savings, income from temp construction jobs and a $5,000 bank loan ($17,000 in today's dollars) which we paid off in two years.Even with extreme frugality, this debt-free lifestyle is no longer within reach of the non-wealthy, as costs for college, land, permits and building materials have skyrocketed, along with the costs of healthcare, insurance, vehicles, childcare, etc.I submit that for most households in higher-cost regions, these qualifications can only be met with an annual household income of $150,000 or more, which according to the Census Bureau, is the cutoff level for the top 20% (top quintile) of American households.According to the Census Bureau, the top 20% earn 52% of all income, and the top 5% earn 23.5% of all income. The top 10% of households have an income of $216,000 or higher, and the top 5% have incomes of $295,000 or higher. The top 1% bracket is $867,000 and up. (TableA-4a, Income in the United States: 2022).In lower-cost regions, it may be possible for frugal households in the 70% to 80% income bracket to qualify. According to the Census Bureau, this bracket earns between $118,700 and $153,000. This 10% might qualify as middle class. Households earning less would likely qualify only if they inherited significant wealth from their families or received substantial financial aid from their families, such as college paid for in full, a down payment for a home purchase, etc.In summary: if we set minimum standards for qualifying as middle class by what was within reach of typical American households two generations ago, relatively few households qualify as middle class. Middle class means more than being able to charge a lavish cruise or foreign vacation on a credit card or buying a new truck with a huge loan. It once meant owning assets, not owing debt on assets.Consider a few charts.
