As legacy publishers put their edited books online, the invisibility of book chapters slowly and only partially decreased. Whereas around 70 percent of journal articles are now open access (less in the social sciences and humanities still), most chapters in books can only be made available in pre-final typescript forms on the author’s own websites, and perhaps institutional repository – both hard to find. Even this is mostly feasible only after multi-year embargo periods, making it impossible for authors to publicize their own work in timely ways. I’d like to make two additions to this conversation, hopefully helpful. First, to Mark’s lament about there being a “genuine lack of open, intelligent, listening-first discourse” on OA issues, there have been, in fact, several such efforts in this space in recent years—e.g., FORCE11, RDA, the National Academies, and OSI (the Open Scholarship Initiative), to name just a few. It’s proven harder, however, to rally attention to these approaches advocating thoughtful deliberation and carefully constructed action than it has been to draw attention to storming the Bastille approaches like Plan S. With regard to OSI, which I’ve managed since late 2014, we spent about four years (2015-2019) seriously debating these issues and the last three years (2020-present) writing up policy proposals for how UNESCO and other policymakers can address them. OSI was constructed to be a nonpartisan observatory of all things open, with around 450 experts drawn from 20 differrent stakeholder groups and 30 countries. We have been funded about 25% by UNESCO (OSI serves as part of UNESCO’s Network for Open Access to Scientific Information and Resources), 25% by foundations (mostly Sloan), 25% by publishers (to cover conference attendance scholarships), and 25% by participants and their institutions (via conference fees). Astronomy has grown significantly in recent years and the amount of scientific data available online has exploded. Astronomers have been doing data mining for centuries, characterizing the known, assigning the new and discovering unknowns. These skills are more critical than ever especially with new facilities coming online. We are now entering a data intensive research era. Virtual observatories (VO) have been set up across the world and data are accessible publicly. Nowadays, one does not need to build an instrument to do astronomy, but rather to start with an idea, explore the internet world to gather as much information as possible and then solve or contribute to a problem. On the African continent, the access of data via the internet is still problematic but the future seems more promising, with new world class facilities coming up such as the SALT, HESS and SKA. However, there is a scarcity of trained astronomers to pass on the research philosophy and methodologies to others. The Joint Exchange Development Initiative (JEDI) is a concept to enhance development and education via direct transfer of skills and expertise in any specific field. It is an initiative to provide development via joint exchange among stakeholders. This is achieved by bringing stakeholders: students, postdocs and staffs together in an informal but intense research environment to tackle unsolved problems for e.g. in Astronomy. The JEDI has a very scalable concept. JEDI have been carried out among undergraduate students, postgraduate groups and very recently among staff scientists from all around the world through the SuperJEDI meeting in Mauritius in 2013. Industrial processes are responding to climate change, stretched and fractured supply chains, technologies able to deliver ever more complex products and biotechnology is right in the centre. Europe is one player amongst many in this critical industrial transition. The White House Executive Order on Advancing Biotechnology and Biomanufacturing Innovation for a Sustainable, Safe, and Secure American Bioeconomy kind of says it all really. Published in September 2022, the US aims to wire up its own complex landscape so that biomanufacturing can flourish. And the US is far from alone. China also has an innovative bioeconomy strategy and can move at a scale and speed beyond both Europe and the US. What Europe needs, is its own joint plan for biomanufacturing. In the melee of General Pharma Legislation, Net Zero Industry Act, Novel Genomic Techniques, Taxonomy Regulation, Recovery and Resilience plans plus the 27 countries through whom these are delivered, biomanufacturing needs a focus and a strategy across sectors. We know from experience that policy can pull advanced technologies apart rather than give them the critical mass needed to bring investment for impactful outcomes. To that end, EuropaBio has launched a Bio­manufacturing Platform, as an expansion of the 26-year-old association, that ­reflects the changing position and recognition of biotechnology through the lens of bio­manufacture. ABSTRACT – Student engagement has been identified as a critical construct for understanding and predicting educational success. However, research has shown that it can be hard to align data-driven insights of engagement with observed and self-reported levels of engagement. Given the emergence and increasing application of learning analytics (LA) within K-12 education, further research is needed to understand how engagement is being conceptualized and measured within LA research. This scoping review identifies and synthesizes literature published between 2011-2022, focused on LA and student engagement in K-12 contexts, and indexed in five international databases. 27 articles and conference papers from 13 different countries were included for review. We found that most of the research was undertaken in middle school years within STEM subjects. The results show that there is a wide discrepancy in researchers’ understanding and operationalization of engagement and little evidence to suggest that LA improves learning outcomes and support.
